SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Repair and
maintenance services. Expression of interest for the repair and
refurbishment of special to type containers for MoD.
Expressions of interest are invited for the provision of the following two
services via 3 year framework agreement(s). Potential suppliers may
express an interest in either one, or both of these services, but must
ensure that they make it clear in their response which service(s) they are
interested in.
1. The Ministry of Defence (MoD) Defence Equipment & Support (DE&S)
organisation, Helicopter Engines Project Team (HEPT) has a requirement for
the repair and refurbishment of transport/storage containers for
Helicopter Engines. The requirement shall be for a period of 3 years with
1 option year.
The Honeywell T55 engine is fitted to the Chinook Helicopter. When not
fitted, It is transported and stored in either a wooden or a metal
container. Repairs are generally necessary due to handling damage. The
metal container measures 188cm in length, 110 cms in height, 101 cms in
width and weighs 260Kg. The container cover assembly incorporates 2
lifting lugs, and base assembly contains the mounting frame for attaching
the engine; the frame being supported by shear mounts to absorb shocks and
vibration. Wooden containers are of similar dimensions and design and
weigh 1500lbs, and are being replaced ‘on condition’ with metal
containers. Approximately 20 T55 containers (metal and wooden) are
repaired each year. Specifications, drawings and a spare parts catalogue
are available for both container types, and shall be sent with the
invitation to tender documents (ITT) to companies who are successful at
the PQQ stage.
The Hamilton Sundstrand Titan T-T62-T2B Auxiliary Power Unit (APU) is
fitted to the Chinook Helicopter. When not fitted, It is transported and
stored in a metal container. This container is approximately 1M h X 1M w X
1.5M l and weighs 240lbs. The APU is transported on an internal chassis
that incorporates shock and vibration mounts.
Approximately 10 Titan containers shall be refurbished per year for the
next 3 years and approximately 5 containers are repaired each year.
Repairs are generally necessary due to handling damage. There is limited
technical information available for these containers.
The turnaround time for the repairs/refurbishment of the special
containers shall be 6-8 weeks.
Suppliers shall preferably hold BS EN ISO 9001:2000 accreditation (or
equivalent quality assurance standard).
Suppliers shall comply with the following Quality Assurance and Defence
Standard Publications: AQAP 2110 Edn 1 (NATO Quality Assurance
Requirements for Design, Development and Production), DEFSTAN 05-61 Pt 1
Issue 4 (Concessions), DEFSTAN 05-124 Part 6 Issue 2 (Procedures for the
Procurement of Aircraft Engines & Accessories).
Wooden containers shall be heat- treated to comply with ISPM regulation 15
(International Standard for Phytosanitary Measures - International
regulations relating to the control and spread of forest pests and timber
diseases).
2. In addition to the requirement from HEPT, The Ministry of Defence (MoD)
Defence Equipment & Support (DE&S) organisation, Maritime Equipment
Systems Gas Turbine Group Integrated Project Team (MES-GTG IPT) has a
long-term requirement to maintain its stock of Gas Turbine Change Unit
(GTCU) Transportation Containers in a serviceable condition in order to
sustain its ability to support the requirement for Upkeep by Exchange
(UxE) of Olympus, Tyne & Spey Gas Turbines (GTs) currently installed in HM
Ships
MES-GTG wishes to establish a new contract for the survey, repair,
overhaul, storage & transport of its Olympus, Tyne & Spey transportation
containers which must ensure maximum availability at optimum through life
cost to MoD.
There are currently 70 transportation containers supporting MES-GTG’s
fleet of Olympus, Tyne & Spey GTs. The breakdown of each type and quantity
is as detailed below in Table 1.

The core work of the programme relates to the following:
— Project management of core tasks throughout the life of the contract,
— Surveys, repair, overhaul, storage & transportation of transportation
containers.
The transportation containers generically comprise of 3 major components;
a case (incorporates lid, base & skid), a stand, a WVR cover.
Upon receipt the contractor shall conduct a survey of the transportation
container to establish the repair & overhaul requirements. Each
transportation container is to be graded according to the extent and level
of the repair required:
Transportation containers repair category extent & level of repair.
Category A repair- case full refurbishment of case.
Category B repair- case refurbishment of lid.
Category C repair- case refurbishment of base.
Category D repair- case refurbishment of skid.
Category A repair- stand full refurbishment of stand.
Category B repair- stand intermediate refurbishment of stand.
Category C repair- stand minor refurbishment of stand.
Category A WVR cover replacement required.
Category B WVR cover repairable damage.
The turnaround time for repairs is:
Category A-Not to exceed 6 weeks.
Category B-Not to exceed 4 weeks.
Category C-Not to exceed 4 weeks.
Category D-Not to exceed 2 weeks.
Repairs shall include but not be restricted to:
Container.
— Refurbishment of lid, skid and base including replacement of all wooden
components as/where necessary. All timber shall be ISPM compliant and
shall be treated in accordance with BS8417,
— Refurbishment of all container metalwork, patch-repairs of plywood
exterior, external paint, application of stencils and markings,
— Re-assembly of refurbished container,
— Disposal of all waste material.
Stand.
— Removal from base, inspect fittings, remove corrosion, flaking
paintwork, shot-blast and prime, replace damaged shock absorbers, clean
and grease fittings, replace damaged shock absorbers, check clamp plates,
re-assemble stand, prime, undercoat, gloss,
— Stencil to drawing, add unique MOD serial number,
— Re-fit stand to base.
WVR Cover.
— Survey cover, check condition of closure seal and for holes,
— Clan cover using detergent, remove surplus engine oil, dry cover with
cloths,
— Carry out detailed repairs.
The contractor shall ensure that all items are inspected for conformity
prior to dispatch.
— Storage of Olympus, Tyne & Spey transportation containers,
— Transportation of Olympus, Tyne & Spey transportation containers.
For both requirements.
Companies who wish to express an interest should reply in the first
instance by email to FS COMRCL1, DE&S Yeovilton, Somerset
(DES-HE-FSCOMRCL-1@esair.dlo.mod.uk). In their expressions of interest,
suppliers shall provide full and clear contact details of where to send
the PQQ to, by post, fax and/or email. Upon receipt of an expression of
interest, a pre-qualification questionnaire (PQQ) shall be sent out. Final
expressions shall be received by 14.4.2010, with fully completed PQQs
received by 21.4.2010. Potential suppliers who do not submit a completed
PQQ are unlikely to be invited to tender.
If suppliers are successful at the expression of interest/PQQ stage, they
may be asked to provide samples of their work at the tender stage. Site
visits may be undertaken as part of the tender evaluations, where the
supplier may be required to demonstrate their ability to produce
consistent quality. All evaluating criteria shall be fully documented in
the invitation to tender documents.
One or more contracts may be placed as a result of this notice.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (a) Is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where
he has suspended business activities or is in any analogous situation
arising from a similar procedure under national laws and regulations;
(b) Is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under

organisation as defined in Article 2(1) of Council Joint Action

Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council

(j) Has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) Has been the subject of a conviction for money laundering, as defined

evaluating if requirements are met:
(a) A list of the works carried out over the past 5 years, accompanied by
certificates of satisfactory execution for the most important works. These
certificates shall indicate the value, date and site of the works and
shall specify whether they were carried out according to the rules of the
trade and properly completed. Where appropriate, the competent authority
shall submit these certificates to the contracting authority direct;
(b) A list of the principal deliveries effected or the main services
provided in the past 3 years, with the sums, dates and recipients, whether
public or private, involved. Evidence of delivery and services provided
shall be given:
— where the recipient was a contracting authority, in the form of
certificates issued or countersigned by the competent authority,
— where the recipient was a private purchaser, by the purchaser's
certification or, failing this, simply by a declaration by the economic
operator.
(c) An indication of the technicians or technical bodies involved, whether
or not belonging directly to the economic operator's undertaking,
especially those responsible for quality control and, in the case of
public works contracts, those upon whom the contractor can call in order
to carry out the work;
(f) The educational and professional qualifications of the service
provider or contractor and/or those of the undertaking's managerial staff
and, in particular, those of the person or persons responsible for
providing the services or managing the work;
(i) A statement of the tools, plant or technical equipment available to
the service provider or contractor for carrying out the contract;
(j) An indication of the proportion of the contract which the services
provider intends possibly to subcontract.
