Republic ofAngola MINISTRY OF PLANNING EMERGENCY MULTISECTOR RECOVERY PROGRAM EMRP # Phase 2 Credit No. 4310 ANG FINANCIAL MANAGER ICS-2W/C5 001/PDISA/2010 REQUEST FOR EXPRESSIONS OF INTEREST The Government of Republic of Angola has received financingfrom the World Bank toward the cost of the Emergency Multisector Recovery Program (EMRP) Phase 2 and intends to apply part of theproceeds for consultant services. The services of a Financial Manager are needed in WaterSector Institutional Development Project(WSIDP), a new project to befinanced with the assistance of the World Bank (IDA) credit. Implementation of WSIDP will start inMarch 2010. The consultant will have an initial contract of 1 year, with option to extend subject to satisfactoryperformance. The Ministry of Planning now invites individual consultants toindicate their interest in providing the services. Interested consultants must provide information indicating that they arequalified to perform the services (description of similar assignments, experience in similarconditions, etc.). A consultant will be selected in accordance with the proceduresset out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers published May 2004 and revised October 2006. Selection of IndividualConsultants (ICS) method will be used. Scope ofWorks: 1. Liaise with appropriateGovernment offices and donors in overseeing and managing the special and project bank accounts established for theimplementation ofactivities under the Project; 2. Establish and maintain thefinancial management system for the project to ensure the smooth flow and constant availability of financial resources to theProject; 3. Ensure compliance withaccounting policies and practices as stipulated in the FMM throughout the Project; 4. Periodically review the performance of control functions toensure that internal controls are sufficient and functioning correctly; 5. Supervise and conduct in-housefinancial management and accounting training for Project staff; 6. Provide necessary support for the line ministries in carrying out theirresponsibilities, and devise routines and controls to ensure timely accountability from recipients of funds (lineministries, provinces, etc.) and compliance with project accounting requirements and procedures ; 7. Establish the FCMU centralaccounting filing system, and ensure all project documents are properly retained in accordance with GOA and Bankrequirements; 8. Prepare, analyze and consolidatereports in accordance with the agreed reporting schedules ensuring correlation between implementation progress and financialperformance; 9. Prepare project financialreports, including IFR s and withdrawal applications for the replenishment of the Special Accounts, for submission to the ProjectCoordinator and the WB; 10. Review the bank reconciliation statements and other controls necessary to monitor financial andnon-financial assets of the project; 11. Manage the Project's cash flowrequirements; 12. Supervise the activities of theFCMU finance unit; 13. Coordinate as necessary withInternal and External Audit, GOA and Bank supervision missions, including attending to follow up on findings andrecommendations; 14. Advise the Project Coordinatoron all financial and control considerations of the project; 15. Carry out any other periodicduties that may be assigned by the Project Coordinator. Qualifications:The applicant must possess an internationally recognized accounting qualification (e.g., Chartered Accountant,Certified Public Accountant). A Masters degree in Management would be an advantage. In addition, he/she must have at least 10 years of post-qualificationexperience of work in a complex,multi-sectoral environment, including: · Approx 5 years experience of donoraccounting, · 5 years managing an accounting departmentof at least 10 staff. · Audit experience would be an addedadvantage. Proven competence in the design, installation and use of computerizedaccounting systems is required. He/she must have the ability to (a) clearly define, resolve and present issues to seniorgovernment officials, (b) develop reporting formats and prepare reports for a variety of users on a timely basis, (c) lead the FCMUteam in linking the financial results to the project's results and physical progress.
