Public Works and Government Services Canada is issuing this
Letter of Interest on behalf of a client department to solicit
responses from Integrated Security System (ISS) Original
Equipment Manufactures (OEM's).

Our interest is in a Commercial off the Shelf (COTS) system that
provides integrated access control, intrusion detection and
video surveillance for a large campus environment of 35 or more
buildings where security is provided by two separate
organizations that have jurisdiction over defined areas.

The ISS should ideally meet most of the following high-level
requirements:

Physical security applications, including but not limited to:
· access control
· access card management
· alarm display, graphics, monitoring and control
· input/output control and management
· video surveillance
· video recording and investigation
· video display management
· video analytics
· security intercom
· visitor, restricted list and contractor identity (ID)
management
· elevator control
· key management
· smart card & biometric support and integration
· wireless access

Database management and incident reporting

Real time and historical information, available to multiple
users simultaneously

Integrated access control, intrusion detection and video
surveillance

Autonomy and independence for the two separate security
organizations while allowing managed interoperability between
them

Platforms running natively on Microsoft Vista & Microsoft XP
operating system, Microsoft Server 2003 or 2008 and Microsoft
SQL Server

Based on industry standards and open APIs

Strong user configurable reporting capability

Ability to support video analytics and biometrics as part of
the integrated solution

Extensible and scalable system that can support the following
security devices:
· 3,000 video cameras supporting analog and digital as well as
IP and high resolution
· 4,000 card readers
· 1,500 duress alarm buttons
· 3,000 alarm sensors such as door contacts and motion detectors
· Control/management as well as database entry support systems
in English and French languages

Strategy and operational tools to support third party
interfaces such as: building management systems, fire alarm
systems, human resources applications & databases, and security
management applications


If your company is an interested ISS OEM with a COTS ISS that
meets most of the high-level requirements stated above, please
respond by email to the procurement officer named below, with
the following information:

Company name and contact

Product name and description

Description of how some or all high-level requirements are met
by your ISS
(The OEM should indicate if its ISS product meets the video
analytics and biometrics requirement or if it is on the roadmap
for future releases)

Reference including a contact name, telephone number and a 1
page description of one of your recent large ISS campus
environment product installations done or to be done within 12
months, supporting the following numbers of security devices:
· 3,000 video cameras supporting analog and digital as well as
IP and high resolution
· 4,000 card readers
· 1,500 duress alarm buttons
· 3,000 alarm sensors such as door contacts and motion detectors
