Letter of Interest - Kingsgate Border Crossing, British Columbia

The intent of this Letter of Interest is to invite contractors
to express their interest to participate in a project for the
design and construction of a new Port of Entry CBSA inspection
plaza.

The Canada Border Services Agency (CBSA), who is mandated for
ensuring that Canada's shared border with the U.S. remains
secure and efficient, is required to expand and modernize the
port of entry at Kingsgate, British Columbia. Kingsgate is a
Designated Commercial Port of Entry. The current facilities,
constructed in 1953, are beyond economic repair and are no
longer functionally suitable to adequately support CBSA program
delivery, particularly commercial examinations. This facility
is the primary port of entry for the Kootenay Region of interior
British Columbia and, as a Designated Commercial Port of Entry,
is integral to the Regional economic growth and prosperity.

The scope of work involves the design and construction of a new
Port of Entry CBSA inspection plaza. The installations will
include a Main Port Building to process and examine persons
seeking entry into Canada, a Commercial Building to process and
examine commercial shipments prior to entering Canada as well as
primary and secondary inspection installations and a
re-furbished Utility Building. The construction of the project
will be planned in phases to minimize the disruption of existing
border crossing operations.

The site is presently located on Highway 95, approximately 70
kilometres south of Cranbrook, British Columbia and is opposite
the Eastport, Idaho border crossing.

The design and construction of the new facility is the project
objective and the reason for the Request for Proposal. As this
is a major entrance to Canada, there is the requirement for an
aesthetic and welcoming environment, where building design, site
layout, and suitable, ecologically-based landscape treatment
will be integrated in developing a sustainable and memorable
welcome experience.

The new facility will include the following elements:
A single storey, 1,220 m2, main Port office suitable for the
processing of travellers in automobiles and recreational
vehicles.
A single story, 450 m2, Commercial building intended for the
processing of commercial truck traffic and tour buses.
A primary inspection canopy complete with three (3) (PIL)
inspection booths.
A secondary inspection canopy sized for five (5) inspection bays.
A tertiary garage, intended for more intensive inspection of
vehicles, will be approximately 20 m2.
A single storey service building, approximately 75 m2 housing
the emergency generator, and storage for freezers and hazardous
materials.
A sheltered platform adjacent to the CPR track.
Seized vehicle compound surrounded by chain link fencing with
barbed wire.
Separate parking lots for outbound visitors, inbound visitors,
commercial trucks, staff and port vehicles.
Roads, access lanes and manoeuvring space including "Return to
Canada" and "Return to USA" lanes.
A system for the collection, and treatment as required, for
surface drainage water from the road, parking and manoeuvring
areas.
Requirement for water wells to support demand generated by new
facilities including irrigation.
Requirement for on-site septic systems.
Connection to power and communication services at the edge of
the CBSA property.
Environmental and sustainable landscape treatment.

The deliverable for Substantial Completion is 31 October 2011
with a Final Completion by 31 March 2012.

services are invited to express their interest by submitting

This is not a tender process, nor a request for proposals, but
only an inquiry as to the availability of suitable contractors.
PWGSC may or may not issue an invitation to respondents for this
requirement, based on information it receives as a result of
this advertisement, or based on any other information which may
come to its attention prior to the issuance of a formal
invitation to tender.

Security Requirement
There is a security requirement associated with this
requirement. Proponents MUST hold valid DOS before allowing to
participate Phase 2. All Phase 2 submissions MUST provide
evidence in the form of documentation issued by the Canadian
Industrial Security Directorate - Public Works and Government
Services Canada that the contractor holds a valid Designated
Organization Screening (DOS) and/or the security requirement as
defined within the Request For Proposal (RFP) .


Expediting the Security Clearance Process
If your firm does not currently hold a valid Designated
Organization Screening and it is your intention to participate,
it is recommended you identify your intentions as soon as
possible in writing before 24 March 2010 at 2:00p.m.:

Distribution of Request for Proposal (RFP)
Due to the security requirement, the content of the documents
will be screened and distributed as follows:

Phase I will be posted on the Government Electronic Tendering
System (GETS) for forty (40) days (as required by NAFTA and
WTO-AGP). The proposed list of technical documents for
distribution in Phase I are as follows:

Geotechnical Report
Canadian Environmental Assessment Screening Report
Topographical Survey Report
RET Screen Report
Designated Substance Report

All proponents submitting responsive Phase I proposals will be
invited to submit a Phase Two proposal.

The Phase II tendering period will be approximately thirty (30)
days.

No further technical documentation will be distributed in Phase
II.

The list of documents for Successful Bidder is as follows:

Project Construction Brief detailing secure components
Hardware Schedule


Proposed Procurement Process
It is the intent that the project be delivered using the
design-build methodology, Two Phase approach. The requirement
will be tendered as an Design-Build Request for Proposal (RFP),
as opposed to an Invitation to Tender. The RFP sets out
alternative means by which several technical, performance, time
and other goals and objectives may be best met, having regard to
stated mandatory requirements.

Phase I - Submissions will cover the qualifications and
experience of the proponent's team of A&E consultants and
general and trade specialty construction firms.

Phase II - Proposals will cover technical components and
pricing. PWGSC will be calling for Phase II proposals based on
CBSA - approved concept drawings and performance specifications.

Proposed Basis of Selection - Price per Point
The lump sum price submitted by the Proponent will be divided by
the total Points Rating to establish the Price per Point. The
Proponent whose responsive proposal achieves the lowest overall
Price per Point is the first entity that the Evaluation Board
will recommend be approached in order to finalize the details of
a contractual agreement for the provision of the required
services and work.
