INVITATION TO BID FOR P.R. NO. 09-4317
To supply labor, materials and necessary equipment for the Renovation of the
Provincial Treasurer's Office
1. The Provincial Government of Pampanga, through the 20% development Fund of 2008 (Continuing Fund), intends to apply the sum of Six Million Six Hundred Thirty Seven Thousand Two Hundred Sixty Eight Pesos and Thirty Nine Centavos (Php 6,637,268.39) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply of labor, materials and necessary equipment for the Renovation of the Provincial Treasurer's Office. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Provincial Government of Pampanga now invites bids for the Supply of labor, materials and necessary equipment for the Renovation of the Provincial Treasurer's Office, Capitol Building, Capitol Compound, CSFP, which shall include the following:

• Mobilization & Demolition
• Demolition of Existing Wooden and Concrete Structure
• Clearing & Waste Disposal
• Excavation & Backfilling
• Concrete Works
• Masonry Works
• Structural Steel Works
• Carpentry Works
• Tile Works
• Fabricated Materials
• Electrical Works
• Painting Works
• Hardware 9including plumbing works)
Equipment Description:
• 1 unit stake truck
• 1 unit mini-dump truck
• 1 unit one-bagger mixer
• 1 unit jack hammer
• 1 unit plate compactor
• 1 unit mini-water truck
• 2 sets welding machine
• 1 unit bar cutter
Completion of the Works is required within one hundred twenty (120)calendar days. Bidders should have completed within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Government Procurement Reform Act."
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from the Provincial Government of Pampanga and inspect the Bidding Documents at the address given below from 8:00 o'clock in the morning until 5:00 o'clock in the afternoon.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the Cashier of the Provincial Treasurer's Office once an order of payment is obtained from the Chairperson of the BAC Secretariat and upon payment of a non-refundable fee for the Bidding Documents in the amount of Php 33,186.34.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGeps) and the website of the Procuring Entity (pampangacapitol.com), provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.

6. The Provincial Government of Pampanga will hold a Pre-Bid Conference on March 18, 2010 at 2:00 p.m. at the Executive House Conference Room, 2nd floor, Capitol Building, since the ABC for the project is above the threshold amount for mandatory Pre-Bid Conference under the Revised IRR, which is Php 1,000,000.00

7. Bids must be delivered on 30 March 2010 to the Chairperson or Vice-Chairperson of the BAC Secretariat. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the Instructions to Bidders (ITB).
Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below. Late bids shall not be accepted.

8. Bids must be submitted in three (3) original copies, sealed with two (2) layers of packaging scotch tape, duly signed by the bidder's authorized representative, addressed to the Chairperson of the W-BAC, and dropped in the corresponding bid box in the of the Chairperson or Vice-Chairperson of the BAC Secretariat. The two (2) envelopes must be identified by the company or corporation name of the bidder. The name of the Project to be bidded must likewise be indicated.

9. The Provincial Government of Pampanga reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

10. Significant dates on this procurement are as follows:
Pre-Bid Conference: 18 March 2010, 2:00pm.
Deadline for written Requests for Clarifications: 20 March 2010, 5:00pm.
Deadline for issuance of bid documents: 30 March 2010, 10:00 am.
Dropping of bid envelopes: 30 March 2010, 9:00 am to 12:00 pm
Opening of bid envelopes: 30 March 2010, 2:00pm.
