size and use. The framework agreement is expected to facilitate the
inclusion of further property addition or reduction to the council’s
property portfolio.

II.2.1) Total quantity or scope: Northamptonshire has a relatively
buoyant local economy with unemployment rates below the regional and
national averages although the present economic recession is beginning to
impose a clear impact. Northamptonshire County Council, Northamptonshire
Police Authority and National Health Service Northampton administers and
in some cases, delivers its public services under the following
directorates:
— Health and adult social services,
— Children and young people’s services,
— Customer and community services,
— Environment, growth and commissioning,
— Finance and commercial management,
— Policy and partnerships,
— Local policing,
— Acute, emergency and ancillary health services.
The Council has utilises the following property portfolio; 477 freehold,
84 leasehold, 5 ground leases, 10 licensee, 4 tenant, 42 aided, 52
controlled, 31 foundation, 46 PFI, 22 management, 8 user rights. The
Police operate from c80 freehold and leasehold properties established
around the County. National Health Service Northampton operate from both
local community surgeries, hospitals, etc.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
days: 120 (from the award of the contract).

TITLE: Rent/Lease renewals/reviews
1) SHORT DESCRIPTION: Secure best value for money through reviewing
rent/lease agreements and if required managing lease breaks.

1) SHORT DESCRIPTION: Provision appealing the 2005 business rates
valuations. The provider will in the provision of these services will
comply with the RICS/IRRV/RSA Rating Consultancy Code of Practice.

lodging appeals: NCC will incorporate a minimum 10 calendar day standstill
period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be required from

contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action

must be brought promptly (generally within 3 months). Where a contract has
not been entered into the Court may order the setting aside of the award
decision or order the authority to amend any document and may award
