The Bureau of Reclamation, Multi Species Conservation Program (MSCP) has a requirement the construction of spawning beds and a water control structure. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-38. This requirement is a total HUBZone small business set-aside. Large businesses are encouraged to submit quotes in the event that there is an insufficient amount of small businesses. The North American Industry Classification System (NAICS) Code for this acquisition is: 238910 Non-bldg/Conservation and Development. The small business size standard for NAICS Code 238910 is $14.0 million. The resulting contract will be a firm fixed price type. Line item 0001 for 1 lump sum - Water Control Structure, Imperial National Wildlife Refuge. Work shall include prepare, construct and install all components outlined in the statement of work (SOW). All work shall be completed in accordance with the SOW. A more detailed SOW is attached to the Request for Quote (RFQ).Line item 0002 for 1 lump sum - Spawning Beds, Imperial National Wildlife Refuge. Work shall include prepare and install all components outlined in the statement of work (SOW). All work shall be completed in accordance with the SOW. A more detailed SOW is attached to the Request for Quote (RFQ).Line item 0003 for 1 lump sum - ARRA Reporting Requirements. More detailed information about the reporting requirements can be found in the RFQ and clauses attached to the Request for Quote (RFQ). All work shall take place at the Imperial National Wildlife Refuge, 12812 North Wildlife Way, Red Cloud Mine Road, Yuma, AZ 85365. Construction shall take place on or around October 2010. FAR provision 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and is included in the RFQ. Offers will be evaluated based on lowest priced, technically acceptable, responsive quote from a responsible offeror. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors shall include in their offer a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Offerors may complete the annual representation and certification online at www.orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items.
