REQUEST FOR EXPRESSIONS OF INTEREST for

On-Street Parking
Management System in Amman




EOI NO. 64 /1/2010

The Greater Amman Municipality (GAM) is seeking a qualified private sector partner to supply, install, operate, and manage phase-1 of on-street parking system in Amman, Jordan (the Project). The system is part of GAM’s initiative to effectively manage parking and traffic in the capital, including significant investments in public transport infrastructure and services, new zoning rules, and enhancing of pedestrian facilities.

Interested and qualified entities are requested to submit their respective Expression of Interest (EOI) documents before 12:00 Noon on 26th of April 2010 per the requirements stated below.

Background
Amman has witnessed unprecedented growth in population and economic activity, resulting in significant surges in traffic volumes. Like all major commercial cities, Amman can only continue to prosper if adequate mobility is provided to allow its citizens and visitors to smoothly travel around the city to conduct business, visit family and friends, and see tourist attractions. With the increasing dependence on private vehicles, measures have to be taken so that residents, businesses, and visitors can access their destinations with minimum inconvenience. Some of these measures include:

1. Comprehensive on-street parking control.
2. Compatible and effective law-enforcement.
3. Planning provisions for co-existing off-street parking.
4. Improvement and expansion of public transport services.
5. Policies to control the use of vehicles by the private and public sectors.





Objectives
Currently, most of the streets in the commercial, financial, mixed usage and touristic areas of Amman are being used by unwarranted long-term parkers, such as employees, shop owners, and others. Therefore, GAM’s main objective from this Project is to regulate parking on the streets of Amman to allow effective and efficient use by businesses, visitors, and residents. GAM plans to achieve this through effective on-street parking control measures in order to ensure:

1. Effective management of available parking supply in target areas.
2. Vitalization of the economic cycle through availing parking spaces for business, interim parkers and tourism.
3. Provision of alternative parking solutions for long-term users.
4. Reduction in the consumption of fuel and the negative effects of car emissions on the environment.
5. Improvement of access to emergency vehicles.
6. Generation of a revenue stream for the City to support transport improvements, and provide a high level of service and flexibility to users.
7. Contribution to GAM’s city-wide Clean Development Program (CDM) and provide possible financing through carbon revenues.
Scope of Work
The implementation of the on-street parking system will be structured in phases, starting with high-priority areas with clear parking shortage and high parking demand. Phase-1 of the system is expected to cover four (4) areas in Amman with approximately 1000-2000 on-street parking spaces depending on the final design. The system will be expanded to other areas after the first phase is implemented. Successful implementation of this phase by the successful bidder can be an asset for evaluating the ensuing phases of the plan.
The successful bidder is expected to:
1. Assist GAM in developing and designing the parking management schemes for the defined areas;
2. Advise GAM on the options of technologies and systems to use;
3. Provide a financial scheme of the Project and propose revenue sharing options to GAM;
4. Install the parking equipment in accordance with GAM standards;
5. Operate, manage and maintain the parking control system;
6. Handle all customer services associated with the system; and
7. Provide weekly, monthly and annual reports as required by GAM.

The desired system must utilize modern technology and offer customer-friendly means for parking fee collection that accept multiple forms of payment, provide GAM with necessary management flexibility, and minimize collection and maintenance frequencies.



The broad business model desired by GAM requires the successful bidder to finance the implementation, operations, maintenance, and management of phase-1 of the on-street parking system. In return for this financing, GAM is open to receive and discuss all methods of repayments proposed by the interested entities. The final arrangement for these financial terms will be developed through mutual agreement with short-listed bidders prior to issuing the Request for Proposal (RFP) and will be included in the terms of reference of the RFP, but GAM reserves the right to accept or reject any of these schemes.
Qualification of Bidders

GAM invites all interested and qualified entities to submit expressions of interest as per the requirements listed in the Submission Requirements section below. Bidders will be evaluated and short listed based on the following qualifying criteria:
1. Company or Group financial profile;
2. Company or Group experience in this field;
3. Company or Group organization structure and profile; and
4. System design and functionality.
A maximum of six (6) bidders will be short-listed following the evaluation and will be invited to submit proposals based on the terms of reference included in the full RFP.
Joint ventures between international and Jordanian firms are encouraged, but not required. However, it is expected that the successful bidder will have access to relevant international, regional and local experience achieved either directly or through association.
Submission Requirements
The EOI shall include the following information:
1. Company profile: a statement of corporate capability including information related to all firms that will be part of the proposal. Organization structure and annual audited accounts for the last three (3) years of the lead entity should be provided together with a statement on the financial capability to successfully implement the parking system. A minimum of US$ 10 million annual turnover is required.
2. Letter of Intent: in the case that two or more interested parties join to bid for this Project, they should provide a Letter of Intent clearly stating their intention to form agreement or indicate they are already under an existing agreement, and appointing the lead partner for all purposes including notifications.
3. Relevant experience: a description of same or similar projects. For each project, the bidder shall provide the name and address of the client, date(s) of execution, name(s) and role(s) of lead and associate firms and financing details, in addition to a full description of the project tasks.


4. System description: a brief description of how the bidder proposes to execute the project, emphasizing value-added strategies and including proposed technologies and their application with an outline of required system design and configuration.
5. Proposed repayment schemes: suggestions for repayment options on expected investment. GAM will not commit to any of these schemes but welcomes new ideas.

GENERAL INSTRUCTIONS TO INTERESTED CONSULTANTS:

1. Five hard copies and an electronic copy of the EOI shall be delivered, along with a cover letter to be to the Tendering and Procurement Directorate offices, at the address shown below no later than 12:00 noon (Amman Local Time) on 26th of April 2010,electronic responses will not be accepted and late submittals will be excluded from evaluation.
2. GAM under no circumstances will be held responsible for late delivery or loss of the documents so mailed.
3. Expression of Interest and all correspondence related must be in the English Language. All given information by the bidders must be accurate, correct and duly certified.
4. Applicants are requested to follow up on the issuance of any further instructions and amendments issued by GAM.
5. Applicants will be advised, in due course, of the results of their expression of interest.
6. Opening session will be transmitted live through Tendering and Procurement Directorate Web Site (www.gamtenders.gov.jo).

9. GAM reserves the right to decide not to proceed or to review project scope as it sees appropriate.
