1.1 Invitation and Purpose

In April 2009, the City of St. Albert intends to call for tenders for the provision of general contracting services including but not limited to:

• Miscellaneous demolition and disposal of existing fencing, bleachers, rodeo pens, BMX concrete bunker and track
• Provision of survey control
• Supply and placement of approximately 90,000 cubic meters of clean clay fill over an area of approximately 8.4 hectares. Clay fill to be a medium to high plasticity clay and to have a liquid limit greater than 50% and less than 75% and a plasticity index greater than 25. The clay fill will be compacted to a minimum of 95% Standard Proctor Maximum Dry Density. Clay fill will require approval of the City’s Engineer prior to placement.
• Supply and installation of 145 m of sanitary sewer, 360 m of storm sewer, and 210 m of water lines to service the site
• Responsible to manage/coordinate the design-build of a new Rodeo Performance Arena including gates, fencing and pens (design-build contract to be tendered by City and assigned to successful General Contractor upon award)
• Supply and installation of bleachers
• Supply and installation of electrical servicing throughout the site using electrical subcontractors prequalified by the City
• Supply and installation of a new 150 m2 BMX Clubhouse facility
• Construction of a new BMX clay/asphalt track complete with underground irrigation
• Supply and installation of new 52 m2 all season washrooms (located adjacent to the multi-use field)
• Paving of the multi-use parking lot completed in Phase 1 as well as paving of other roadways and walkways (approximately 19,000 m2)
• Landscaping, drainage improvements and construction of bioswales

The presence of methane has been identified on this site, therefore, the successful General Contractor shall submit and obtain approval to follow a health and safety plan with respect to the methane issues PRIOR to commencing any on-site work. Please refer to Appendix A for the technical memorandum pertaining to the “Recommended Safe Operating Procedures for Excavation and Drilling Activities.”

General Contractors wishing to submit tenders for this project must be included in a General Contractor List of Bidders prequalified by the City of St. Albert, the Owner. The Owner will also be issuing a separate Request for Pre-qualification for electrical contractors. The successful General Contractors invited to submit tenders for the project will be required to use the pre-qualified electrical contractors in their tenders.
