This Invitation for Tenders follows the General Procurement Notice for
this project which was published on the European Bank for Reconstruction
and Development's website on July 1, 2008 and recently updated on November
11, 2009.
Lipetsk Municipal Energy Company OJSC (LGEK OJSC) hereinafter referred to
as the Employer has received a loan from the European Bank for
Reconstruction and Development (the Bank) towards the cost of the Lipetsk
Municipal Infrastructure Project.
The Employer now invites sealed tenders from contractors for the contract
to be funded from part of the proceeds of the loan and providing for
Reconstruction of Water-mains in the city of Lipetsk.
The scope of Works comprises 2 (two) Lots, each of which shall comprise
Sections as stated below:
• Lot No. 1:
- Section 1 – Reconstruction of water supply pipeline D600 mm from
North-West district to water intake No. 5 (pipeline from point A to point
B)
- Section 2 – Reconstruction of water supply networks D50 mm, D100 mm,
D200 mm and D300 mm in Studentchesky gorodok
• Lot No. 2:
- Section 1 – Reconstruction of water main D300 mm at Aviatsionnaya street
- Section 2 – Reconstruction of water supply networks D50 mm, D100 mm,
D150 mm and D200 mm in microdistrict (residential neighborhood) No. 4
Tenders are invited for one or two lots. Each lot must be priced
separately. Tenders for more than one lot may offer discounts and such
discounts will be considered in the comparison of tenders.
The successful tenderer shall implement:
• full de-installation of the existing pipelines including wells,
shutters, drain valves, etc.;
• construction of switching chambers, by-passes, etc.;
• hydraulic testing, flushing and disinfection of pipelines;
• de-installation and installation of holes, stairs fixtures, platforms,
etc.;
• de-installation and installation of input and output shutters.
The successful tenderer shall be responsible inter alia for procurement of
all the Materials required for the Works and the construction and testing
of those Works in accordance with the Employer's design.
The existing designs will be made available to tenderers in the Employer's
office for inspection.
The anticipated time for completion for the whole of the Works for each
Lot is 14 (fourteen) months from the Commencement Date.
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from all countries. The proceeds of the Bank's
loan will not be used for the purpose of any payment to persons or
entities, or for any import of goods, if such payment or import is
prohibited by a decision of the United Nations Security Council taken
under Chapter VII of the Charter of the United Nations.
To be qualified for the award of a contract, Tenderers must satisfy the
following minimum qualification criteria:
(a) The tenderer's annual turnover in each of the previous three years was
not less than Euro 1 500 000,00 equivalent for Lot 1 and Euro 1 400 000,00
equivalent for Lot 2.
(b) Successful experience in construction or reconstruction of water
networks D=600mm for Lot 1 and D=300 mm for Lot 2 over the last 5 (five)
years.
(c) The candidate proposed as Contractor's Representative shall have not
less than 10 years total experience, 5 years experience of similar work,
and 3 years in a similar position (representative of the Contractor for
similar contracts).
(d) Access to, or has available liquid assets, unencumbered real assets,
lines of credit, and other financial means sufficient to bear costs
associated with the execution of the works under the Contract for a period
of 3 (three) months, estimated as Euro 300 000,00 equivalent for Lot 1 and
Euro 250 000,00 equivalent for Lot 2.
(e) For Russian companies: all taxes due in the Russian Federation during
the last two years shall have been paid.
(f) The Tenderer should have a competency certificate for construction,
reconstruction and capital repair of objects of capital construction
issued by a self-regulatory organization in accordance with the
legislation of the Russian Federation.
(g) The Tenderer should be certified for quality standard ISO 9001 (or
equivalent) or should present his quality assurance plan to demonstrate
quality assurance procedures, which shall be applied for the execution of
works under the Contract.
Tender documents may be obtained from the address below upon payment of a
non-refundable fee in the amount of RUB 11 000,00 including VAT 18%.
Contractors wishing to receive the tender documents by courier are
required to make a payment of a non-refundable fee in the amount of RUB 13
000,00 including VAT 18%. The documents will be promptly despatched by
courier, but no liability can be accepted for loss or late delivery.

Purpose of payment: Non-refundable Fee for Tender documents for Contract 8
Reconstruction of Water-mains.
All the costs of effecting of payments shall be borne by the payer
(Tenderer).
All tenders must be accompanied by a tender security in the form provided
in the Tender documents amounting to RUB 1 000 000,00 (one million) for
each Lot or equivalent in convertible currency at the exchange rate on the
date of tender submission.
Tenders must be duly completed and delivered to the office at the address
below on or before 20 April 2010 at 11.00 (local time), at which time they
will be opened in the presence of those Tenderers' representatives who
choose to attend. Documents, which are received late, will be rejected and
returned unopened.
The Tenderers are invited to attend a pre-tender meeting that shall be
held at 11.00 (local time) at the address below on 06 April 2010.
