delivery of electrical and electronic components to Research Sites
Restoration Ltd (RSRL) at Harwell (Oxfordshire) and Winfrith (Dorset). The
selected supplier is required to supply the range of items which include
but are not limited to the following:
Electrical items:
Lamps and tubes;
Lighting;
Emergency lighting;
Fire detection;
Wiring accessories;
Switchgear and distribution;
Control equipment;
Consumer units, isolators and enclosures;
Industrial connectors;
Cable and cable accessories;
Cable management;
Structured cabling;
Test and inspection;
Water heating.
Electronic items:
Batteries;
Power supplies and converters;
Sensors and transducers;
Transformers;
Relays and solenoids;
DC to AC converters;
Connectors;
Semiconductors;
Panel meters;
DIN rail mount;
Switch mode power supplies;

Whilst RSRL's preference is one supplier to provide both electrical and
electronic items RSRL is permitting submissions against individual lots,
see Annex B.

II.2.1) Total quantity or scope: The scope of the contract will be to
supply electrical and electronic components to RSRL at its Harwell and
Winfrith sites.
Estimated value excluding VAT:
Range: between 180,000 and 480,000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 (from the award of the contract).

LOT NO 1
TITLE: Supply of electrical components to RSRL Harwell and Winfrith Sites
1) SHORT DESCRIPTION: Supply of electrical components at RSRL Harwell and
Winfrith Sites.

3) QUANTITY OR SCOPE: RSRL has a requirement for the supply and delivery
of electrical components and associated equipment. The selected supplier
will be required to supply the range of electrical items which include but
are not limited to the following:

Lighting;
Emergency lighting;

Wiring accessories;
Switchgear and distribution;
Control equipment;
Consumer units, isolators and enclosures;

Relays & Solenoids;
DC to AC converters;

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT

Those companies that request to participate must provide to the Contract
Point (as listed in this notice) one hard copy and one CD of their
expression of interest which shall include, as a minimum the following:
1) A completed copy of RSRL parent company (UKAEA) prequalification
questionnaire available at http://www.ukaea.org.uk/contract/downloads/
PQQform2.rtf ;
2) Evidence of satisfactory economic and financial capacity, including
summary profit and loss and balance sheet for last 3 years;
3) Evidence in support of at least two recent customers to whom similar
services have been or are currently being provided to include annual
value, total duration and scope of contract, name of supplier with contact
details, references and letters of satisfaction;
4) Demonstration of ability to supply and deliver, as a minimum, the
electrical and electronic components identified in part II.1.5 of this
advert;
5) Evidence in support that Quality Assurance systems conform to BSEN
ISO9001:2000 or equivalent Quality Assurance Standards, including copy of
certificate(s);
6) Signed copies of current company Health, Safety and Environmental
policies, certification and where appropriate affiliation to accredited
schemes; details of SHE management provisions (including any sub
consultant arrangements); accident statistics for the last 3 financial
years detailing average number of employees, number of accidents and
calculation of accident frequency rate; details of any RIDDOR reportable
events during the last 3 financial years; details of any enforcement
action within the last 5 financial years.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number: 7
Objective criteria for choosing the limited number of candidates:
Candidates will be assessed based on the information provide in III.2.3
above. If more than the required number of candidates meet the conditions
for participation, the qualified candidates will be ranked and the top
ranked candidates will be invited to tender.
Criteria for selection will be weighted as follows:
Commercial 20 %;
Technical 50 %;
Health, Safety and Environmental 20 %;
Quality 10 %.

9.4.2010. All documents must be in English or with an English translation.
All documents to be priced in Sterling and all payments made in Sterling.
RSRL work within strict safety guidelines and you will be required to
specify and justify any proposals to subcontract. RSRL reserve the right
to annul the tendering process and not award a contract. The costs of
tendering shall be the responsibility of the tenderers.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: RSRL will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before a contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be sought from the
contracts officer named in this notice.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 no 5, which apply to
England, Wales and Northern Ireland, and the Public Contracts (Scotland)
Regulations 2006 no 1 which apply to Scotland provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the sheriff court, the Court of Session,
(Scotland) or in England and Wales and Northern Ireland, the High Court.
Any such action must be brought promptly (generally within 3 months) Where
a contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
