of the European Union intend to conclude, with a company specialised in
the security of persons and of premises, a security guards' service
contract for its residencies and houses in Dar es Salaam. Contracts will
be awarded after tender following a restricted (pre-selection) procedure.

met: minimum requirements for this pre-selection include:
— certificate of conformity that the company is not in a situation as
described under the exclusion criteria (point 8 above),
— proven experience in the field of security services for the last 5
years, in particular references on services provided to diplomatic
missions, international organisations and public institutions,
— number of effective operational guards of at least 400,
— certificate of a clear mandate (protection of premises, reaction to
emergencies, prevention of attacks, proceed of controls and screening),
— certificate of compliance with national (labour) law, trade union
agreements or other sector agreements guaranteeing minimum wages, maximum
working time and holidays,
— proof of training given to the personnel in conformity with the
objectives of the contract,
— proof of experience and qualifications of the managers guaranteeing the
quality and continuity of the services requested as per attached CVs,
— proof of organisation (time schedules, equipment) and monitoring the
team (inspection, checking, radio).
Legal position — means of proof required: registration, with a branch in
Tanzania, as a security company for at least 5 years.
