This is not a solicitation announcement. This is a sources sought synopsis only for small business concerns, not any large business. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, small veteran owned business or service disabled veteran owned small business) relative to NACIS 562211 $12.5 M. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs, Network 22 Logistics Office, is seeking small business sources for a potential contract to provide management, packaging, pick-up and disposal of RCRA (Resource Conservation and Recovery Act) and non-hazardous pharmaceutical waste in accordance with all applicable state and federal regulations. All RCRA pharmaceutical waste will be segregated in the collection process and stored, managed, and disposed by the VA San Diego Healthcare System. The following documents are among those applicable to the tasks required by this contract (should any aspect of the regulations conflict, the most stringent shall apply): 1. California Health and Safety Code, Sections 117600-118360, Medical Waste Management Act (including all definitions). 2. Hazardous Materials Regulations, MRE: 49 CFR parts 171 through 180, Department of Transportation. 3. Code of Federal Regulations, Hazardous Waste Criteria, 40 CFR 261 (C) (D), 40 CFR262 and 21 CFR 1200-1316. The following VISN 22 Department of Veterans Affairs Healthcare System facilities will participate in this contract: VA San Diego Healthcare System 3350 La Jolla Village Drive, San Diego, CA 92161 Clinics: Chula Vista Clinic 835 Third Avenue Chula Vista, CA 91910 Mission Valley Clinic 8810 Rio San Diego Drive San Diego, CA 92108 Vista Clinic 1840 West Drive Vista, CA 92083 Oceanside Clinic 3500 Seagate Way Oceanside, CA 92056 The estimated number of pounds of pharmaceutical waste per year per SDVAHS Facility is: VA San Diego: 26,000 lbs Chula Vista: 40 lbs Mission Valley: 120 lbs Vista/Oceanside: 120 lbs VA clinics associated with but not located on a main campus will require pharmaceutical waste pick-up and disposal on a 90 day schedule. Clinic locations and estimated quantities are subject to change due to patient demand, Congressional funding or other factors beyond the control of The Department of Veterans Affairs. The intended contract period will be for a base year and one, one-year option period, which is to begin on or about 5/01/10. Response to this notice must include company name, address, and point of contact, phone number, email address, DUNS #and size of business pursuant to the following questions: 1. Is your business small. 2. If small, does your firm qualify as a small, emerging business, or small disadvantaged business? 3. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act 4. Is your firm a certified "Hubzone" firm? 5. Is your firm a woman-owned or operated business? 6. Is your firm a certified Service-Disabled Veteran Owned Small Business? 7. Is your firm a Veteran Owned Small Business? Small businesses considering participation in this potential solicitation process under any Small Business Set-aside procedure must do so in a manner consistent with the requirements of the Small Business Act. No Large Businesses are to respond to this notice. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
