MUNICIPALITY OF STO. TOMAS

INVITATION TO BID
The Municipal Government of Sto. Tomas, Batangas through its Bids and Awards Committee (BAC) invites contractors registered with and classified by the Philippine Contractor's Accreditation Board (PCAB) to apply for eligibility, and if found eligible, to bid for the hereunder project:

1) Project Title : Conversion of Old Health Center to Training Center
Location : Poblacion II, Sto. Tomas, Batangas
Appropriation : P 6,778,464.34

2) Project Title : Installation of Sto. Tomas Wireless Network and Monitoring system
Location : Poblacion I, Sto. Tomas, Batangas
Appropriation : P 5,240,000.00

3) Project Title : Drilling and Well development of 8" foot
Location : Barangay San Miguel and Sta. Clara, Sto. Tomas, Batangas
Appropriation : P 2,547,000.00


Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the Approved Budget for the Contract (ABC), and have key personnel and equipment (listed in the eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference. Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and it's implementing Rules and Regulation (IRR).

The schedule of BAC activities is as follows:

1. Receipt from prospective bidders of letter of Intent(LOI) March11, 2010
2. Issuance of Bid Documents March 12, 2010
3. Pre-bid ConferenceMarch 12, 2010
4. Receipt of Legal/Tech/FinancialMarch 23, 2010 not later that 12:00 Noon
5. Opening of BidsMarch 23, 2010 - 2:00 p.m.
6. Submission of addt'l. requirementsMarch 26, 2010
7. Bid EvaluationMarch 25, 2010
8. Post QualificationMarch 29, 2010
9. Notice of AwardMarch 29, 2010
10. Contract Preparation and SigningApril 5, 2010
11. Notice to Proceed April 12, 2010

The BAC will issue to prospective bidders Eligibility Forms at the Office of the Bids and Awards Committee, Municipal Building, Sto. Tomas, Batangas, upon their submission of a Letter of Intent. Prospective bidders shall submit the Eligibility Requirements to the BAC Secretariat at the said address.

The BAC will issue bidding documents only to bidders declared by the Committee to be eligible and upon payment of non-refundable amount equivalent to the approved budget of the project to the Municipal Government of Sto. Tomas Cashier.

The Municipal Government of Sto. Tomas, Batangas assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.
