Set up as a fully autonomous private sector entity, the Pakistan Poverty Alleviation Fund (PPAF) is an apex poverty alleviation institution that enjoys facilitation and support of the Government of Pakistan, the World Bank and other multilateral/bilateral donors. PPAPs outreach extends Throughout Pakistan through its micro credit, community physical infrastructure, drought mitigation and education & health interventions.
PPAF has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under the contract for hiring of consultancy firms for Training of Trainers in Enterprise Development. The services to be provided by the firm(s) include: Identifying and preparing 12-15 viable business feasibilities; Developing a module (participant handbook & trainers' manual) on 'Setting up a Business' for PPAF beneficiaries and other poverty alleviation and livelihoods initiatives; Conducting eight training of trainers (ToT) workshops for staff from PPAF partner organizations to prepare them for conducting EDTs and preparing feasibilities; Designing and implementing a participatory monitoring & evaluation system; Over a period of four-months. monitoring and mentoring EDT roll-out by partner organizations; PPAF invites eligible consultancy firm(s) to indicate their interest in providing services. The interested firms are requested to provide the following with EOI: Rationale indicating the need for undertaking the stated task; List of similar projects undertaken by the consultant organization in the past, detailing project size, value, client and outreach; Information indicating why the organization is best qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, detailed CVs of professional staff etc.)
In addition to eligibility (Clause 1.11) set out in the procurement Guidelines of World Bank mentioned below, the following entities are ineligible: PPAF Partner Organizations; Consultant (s) having any of their team members on Board of Directors or Board of Governors of any of the PPAF Partner Organizations is working in the districts of choice of the consultants; Consultants will be selected based on the Consultant's Qualification method in accordance with Para 37 & 3.8 of the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by Bank Borrowers, January 1997, Revised October 2006. EOI must be delivered in seated and clearly marked envelope labeled 'EOI for Training of Trainers in Enterprise Development" and sent to the following address not later than 1700 hours on March 15th. 2010.
