Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business Issue No. 770 of 23 February 2010.

The Federal Democratic Republic of Ethiopia, Ministry of Mines and Energy/Ethiopian Rural Energy Development and Promotion Center (EREDPC), Rural Electrification Fund, has received a credit from the World Bank/IDA towards Second Electricity Access Rural Expansion Project and intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services for conducting Environmental & Social Impact Assessment (ESIA) study for five small hydro powers development projects.

The services include:
1) Conducting of full scale Environmental & Social Impact Assessment (ESIA) studies on the selected five sites of different regional states for small hydropower development projects.
2) Preparation of separate five independent ESIA reports with stand alone environmental management & monitoring plans as well as Resettlement Action Plans (if required) to each project sites of the five regions.
3) The study team will consist of:
• an Environmental Specialist to conduct the environmental assessment part having first or advanced degree in environmental science or related field with minimum 10 years of experience on Energy/ environment or other related infrastructure works as environmentalist and has at least two years direct, extensive experience in environmental impact assessment of small hydropower projects
• a Social Impact Specialist to conduct the social impact assessment part having first or advanced degree in social sciences preferably in economics or sociology with minimum 10 years of experience on Energy/ environment or other related infrastructure works as social impact analyst and has at least two years direct, extensive experience in social impact assessment of small hydropower projects
4) For all of the five small hydropower projects, the field works as well as preparation and submission of ESIA reports will be completed within 60 days from the signing of contract.

The Ethiopian Rural Energy Development and Promotion Center (EREDPC), Rural Electrification Fund office now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CV’s of professionals, etc.). Consultants may associate to enhance their qualifications.

A firm will be selected in accordance with the World Bank’s: Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006. Interested consultants may obtain further information at the address below during office hours, 9:00 to 12: 00 p.m and 2:00 to 5:00 p.m.

Expressions of interest must be delivered to the address below on or before
March, 31, 2010.
