INVITATION TO BID/REQUEST FOR EXPRESSION OF INTEREST


The National Irrigation Administration - Kalinga-Ifugao-Mountain Province IMO(KIMP IMO), through its Bids and Awards Committee(BAC), invites contractors registered with and classified by the Philipine Contractors Accredition Board(PCAB) to bid for the hereunder contracts. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Bids for the above contract packages shall be treated separately of which prospective bidders may bid for one or more packages.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as well as the preliminary examination of bid as specified in the Revised Implementing Rules and Regulations Part A (IRR-A) of R.A. 9184, otherwise known as the "Government Procurement Reform Act," and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). The bidder with the Lowest Calculated Bid (LCB) for each package shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

All particulars relative to the eligibility statement and screening, bid security, performance, pre-bidding conference, evaluation of bids, post-qualification and award of contracts shall be governed by the pertinent provisions of R.A. 9184 and its Revised Implementing Rules and Regulations-A (IRR-A)

Interested Bidders may obtain further information from the NIA-KIMP IMO, Bulanao, Tabuk, Kalinga during office hours.

A complete set of Bidding Documents may be purchased by interested Bidders at NIA-KIMP IMO, Bulanao, Tabuk, Kalinga, starting 3 March 2010 and closed on 23 March 2010, 10:00AM, during office hours and upon payment of a non-refundable fee on the bidding documents written above. The method of payment shall be cash basis. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

The NIA-KIMP IMO Bids and Awards Committee (BAC) will hold a pre-bid conference on 10 March 2010 10:00AM, at NIA-KIMP IMO, Bulanao, Tabuk, Kalinga.

Eligibility Check and Bid Opening shall be conducted at NIA-KIMP IMO, Bulanao, Tabuk, Kalinga on 23 March 2010 10:00AM.

The NIA-KIMP IMO reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.

Posted at the G-EPS on 2 March 2010 and at the Bulletin Boards of NIA-KIMP IMO,Bulanao, Tabuk, Kalinga, NIA-Ifugao Area, Lamut, Ifugao and at NIA-Mountain Province Area, Bontoc, Mountain Province.
