SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Consequence assessment of the co-operation scheme “Cities of the future”.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The project
“Cities of the future” is a co-operation programme, where the participants
are the Norwegian State, 13 large cities, The Norwegian Association of
Local and Regional Authorities and central federations of Businesses and
Industry. The goal is to promote climate and environmentally friendly
cities. The programme was initiated in 2008 and is expected to continue
until 2014. The Ministry of Environment will administer the works.
The Awarding Authority requests a consequence assessment of the programme
as a whole. This includes an independent assessment which shall clarify if
the programme is working as intended and if the requested effects are
achieved. The assessment shall include what is going on in the cities, for
the participants on a central level as well as interaction between the
various levels.
A selection of the co-operation projects shall also be assessed. The
consequence evaluator shall provide recommendations for the management of
the programme on how the scheme can be improved and developed.
It is advantageous if the works are carried out in cooperation with one or
two specialist environment with various and completive qualifications.
However, one of these specialist environments must be liable for the
assignment.
Based on the tenderer’s proposal, the Awarding Authority, together with
the selected tenderer, wishes to concretise an expedient system for the
consequence assessment.
The consequence evaluator must be ready for unexpected challenges and
options which will occur during the implementation of the programme.

CV's of the key personnel who will be responsible for its execution (for
service and works contracts).
A list of the principal deliveries effected, or main services provided, by

recipients (for supply and service contracts).
A statement of the company's health, environment and safety policy.
