SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Public Transport Real Time Information Systems Including on-bus ICT
equipment and Back Office Systems.

II.1.5) Short description of the contract or purchase(s): Merseyside
Passenger Transport Executive (operating as "Merseytravel"), as a partner
of the Bus Board Technology Group, intend to follow the competitive
dialogue procurement method to achieve a framework agreement for the
provision of Public Transport Real Time Information Systems Including
on-bus ICT equipment and Back Office Systems.
Merseytravel intends to establish a Framework Agreement with one or more
suppliers for the provision of systems for both the management and
delivery of public transport RTI data across all modes of transport.
Merseytravel intends to adopt an open standards based approach to the
delivery of software solutions across all its business operations and is
looking for suppliers to contribute solutions in an integrated and
standards based environment. It is the contracting authority’s intention
that the Framework Agreement resulting from the Competitive Dialogue
procedure will include provision for the following Lots:-.
Lot 1: IP Based Wide Area Network.
Lot 2: Transport Knowledge Base.
Lot 3: On-Vehicle Systems.
Lot 4: RTI – Central Control System (RTI-CCS).
Lot 5: RTI Passenger Services (RTI-PS).
Lot 6: IP Based Customer Information Equipment.
Lot 7: Professional Services.
At the final tender stage the remaining bidders will be encouraged to bid
for one or more of the Lots above. Bidders who are successful at the
tender stage will be placed on the framework and will be able to offer
solutions to Merseytravel for the duration of the framework agreement (4
years). It is Merseytravel’s intention to make the resulting framework
agreement available to other UK Passenger Transport Executives and local
transport authorities. This intention implies no commitment on behalf of
other transport authorities to access the framework at any time.

II.2.1) Total quantity or scope: Merseyside Passenger Transport Executive
(operating as "Merseytravel") intend to follow the competitive dialogue
procurement method to achieve a framework agreement for the provision of
Public Transport Real Time Information Systems Including on-bus ICT
equipment and Back Office Systems.
Merseytravel intends to establish a Framework Agreement with one or more

including the receipt and processing of all data feeds to enable real time
arrival predictions to be made across the entire network. (estimated value
of this lot is 500 000 GBP to 1 500 000 GBP).
Lot 5: RTI Passenger Services (RTI-PS) - This Lot would provide for a
system that will draw upon all available information resources but
primarily the RTI-CCS and Rail RTI feeds to deliver consolidated and
intelligent multi modal information to passengers. (estimated value of
this lot is 500 000 GBP to 1 500 000 GBP).
Lot 6: IP Based Customer Information Equipment - This Lot would provide
for a range of IP based customer information equipment including screens
and audio announcement facilities. It is envisaged that customer
information equipment will be sited in a variety of places across the
network including bus stops, bus / rail stations, and key public transport
locations. (estimated value of this lot is 1 000 000 GBP to 3 000 000
GBP).
Lot 7: Professional Services - This Lot will provide for the resources
Merseytravel will require in pulling the overall design, transition and
operation of the system together. (estimated value of this lot is 1 000
000 GBP to 2 000 000 GBP).

The Contracting Authority is a partner of the Bus Board Technology Group
and its partners shall be involved in the procurement process.

Reference to project(s) and/or programme(s): The Contracting Authority has
a provisional agreement to secure 250 000 GBP European Region Development
Funding (ERDF) Objective 1 for the entire project should any call off
under the framework agreements be required.

completed and returned (by email CON2155E@merseytravel.gov.uk) before
17:00 on the 9.4.2010. The Contracting Authority reserves the right not to
award any contract as a result of this tendering process. The Contracting
Authority is not responsible for any costs incurred by interested
candidates in respect of this procurement.
The values provided in Sections II.1.4 and in respect of each lot at
Section II.2.1 and Annex B are only estimates for the Contracting
Authority. The framework agreement lots will be either single or
multi-party agreements dependant on the outcome of the competitive
dialogue phases. It is envisaged that the total contract value of all
Agreements (including any other public bodies - see below) is estimated at
100 000 000 - 140 000 000 GBP. We cannot guarantee to suppliers any
business through this framework agreement.
The Contracting Authority wishes to establish a framework agreement which
other Contracting Authorities will be entitled to call off under. These
will include but not be limited to:
Merseyside Integrated Transport Authority and any subsidiary companies of
the Contrtacting Authority.
West Yorkshire Integrated Transport Authority.
West Yorkshire Passenger Transport Executive.
South Yorkshire Integrated Transport Authority.
