SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
External and Environmental Framework.

Main site or location of works: Within the Borough of Conwy.

II.1.5) Short description of the contract or purchase(s): Following the
successful outcome of a tenant ballot in March 2007, Conwy County Borough
Council transferred approximately 3,800 units of its housing stock to
Cartrefi Conwy Cyfyngedig (the Authority), a newly formed Registered
Social Landlord in Autumn 2008.
The Authority is now seeking to establish a framework agreement with a
single contractor. This framework agreement will govern the letting of
contracts for external and environmental refurbishment works including but
not limited to the supply, replacement and renewal of Roofs, chimneys,
fascias, guttering, fencing, paving, wall rendering, wall repointing, wall
cladding (including where necessary asbestos removal) with a total
approximate cost of up to £6 million.
The Authority is seeking expressions of interest from suitably qualified
and experienced organisations to be appointed to the external and
environmental framework agreement with the Authority.
The Authority intends to appoint one contractor for selection and
appointment to the framework agreement which will be for a maximum period
of four (4) years with the facility to govern the letting of individual
call-off contracts for external and environmental works.
Each call-off contract will based on the ACA Standard Form of Contract for
Project Partnering ("PPC2000, as amended 2008").
The Authority reserves the right to allocate a proportion of these works
to their own in-house maintenance unit.

II.2.1) Total quantity or scope: The Authority anticipate that its
expenditure may be up to £6,000,000 over the duration of the Framework
Agreementy.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Any deposits, guatrantees or
bonds required by the Authority will be set out in the Contract Documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The terms concerning
financing and payment will be set out in the Contract Documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The Authority reserves the right to
require a lead contractor to undertake primary contracting liability or to
require that one or more parties are jointly and severally liable.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
will be required to complete a Pre-Qualification Questionnaire consistent
with the provisions of Directive 2004/18/EC. The Pre-Qualification
Questionnaire is only available via email from the person named in the
address at 1.1 in accordance with the additional instructions set out at
Section VI.4 and must be returned to the address at section 1.1 in hard
copy format by the date stipulated in Section IV.3.4.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Applicants will be
required to complete a Pre-Qualification Questionnaire consistent with the
provisions of Directive 2004/18/EC. The Pre-Qualification Questionnaire is
only available via email from the person named in the address at 1.1 in

Objective criteria for choosing the limited number of candidates: This
will be based on the evaluation and scoring of each applicant's submitted
pre-qualification questionnaire. When the number of operators expressing
interest exceeds the envisaged number of operators, the number of
applicants will be restricted to the six (6) highest scoring evaluated
pre-qualification questionnaires.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: Organisations expressing an interest will
be expected to demonstrate a thorough knowledge of partnering, and a
strong track record in working in occupied residential property,
delivering works similar to those subject of this notice, tenant liaison
and performance management.
The Freedom of Information (FOI) Act 2000 (the Act) came fully into force
in 2005. If any organisation considers that any information supplied by
them is either commercially sensitive or confidential in nature, this
should be highlighted and the reasons for its sensitivity as well as the
duration of such sensitivity specified. In such cases the relevant
material will, in response to FOI requests, be examined in the light of
exemptions provided for in the Act.
The Authority anticipates appointing a single contractor to a framework
agreement.
The Authority reserves the right not to conclude any framework and/or
award any contract or to award contracts for part or parts only of the
advertised works.
Acceptance of a contractor onto the framework agreement is not a guarantee
of work.
— Requests for the pre-qualification questionnaire will be accepted only
by Electronic Mail to the Email address stated at 1.1. The body text of
the Email must specify the Electronic Mail address to which the
pre-qualification questionnaire must be sent,
— The body text of the Electronic Mail must contain the organisation’s
name, address and telephone number and the name of a contact person within
the organisation,
— Organisations which request a pre-qualification questionnaire in
compliance with these requirements will be provided with a
pre-qualification questionnaire,
— Expressions of Interest not submitted in compliance with these
requirements may be rejected,
— The completed pre-qualification questionnaire and all supporting
documentation must be returned by post or hand delivery (not Electronic
Mail) by 12:00 hours on Tuesday 6.4.2010 in accordance with the
instructions contained within the pre-qualification questionnaire
associated documents.
Failure to submit a hard copy completed pre-qualification questionnaire by
12:00 hours on Tuesday 6.4.2010 will mean that the electronic submission
will not be considered nor will any completed pre-qualification
questionnaires received after this time and date.
