INVITATION TO BID FOR THE IMPROVEMENT OF
THE FINANCE AND ADMINISTRATION DIVISION (FAD) AND APPLIED COMMUNICATION DIVISION (ACD) OFFICES

The Philippine Council for Agriculture, Forestry, and Natural Resources Research and Development (PCARRD), through the General Appropriations Act intends to apply the sum of PESOS TWO MILLION SIX HUNDRED THREE THOUSAND THREE HUNDRED EIGHT AND 13/100 (P2,603,308.13) ONLY being the Approved Budget for the Contract (ABC) to payments under the contract for the above project. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The PCARRD now invites bids for Completion for the IMPROVEMENT OF THE FINANCE AND ADMINISTRATION DIVISION (FAD) AND APPLIED COMMUNICATION DIVISION (ACD) OFFICES. Works are required for 90 calendar days. Bidders should have completed a contract similar to the Project within ten (10) years from the date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act".

Interested bidders may obtain further information from PCARRD and inspect the Bidding Documents at the address given below from March 1 to 8, 2010.

A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of P 4,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.

A Pre-Bid Conference will be conducted on March 10, 2010, 11:00 am at PCARRD which shall be open to all interested parties. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below. Late bids shall not be accepted.

Bids must be delivered to the address below on or before March 23, 2010, 10:00 am at PCARRD . All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

The PCARRD reserves the right to waive any formality in the response to the eligibility requirements and to this invitation. PCARRD further reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, and makes no assurance that contract shall be entered into as a result of this invitation.
