Agreement Ref. ENPI/2007/019-249.
5. Contracting authority: The Programme Administration Office for the
Support to the Association Agreement Programme (PAO-SAAP), on behalf of
the Egyptian Ministry of International Cooperation, Cairo, EGYPT.
6. Nature of contract: Fee-based.
7. Contract description: To support the Egyptian Water and Wastewater
Regulatory Agency (EWRA) in establishing the required organisational
structure, regulatory systems and management of human resources processes
by providing strong technical assistance with the emphasis on assisting
EWRA directly in the implementation of its regulatory functions. Hence
contributing to the development of sustainable world class water and
wastewater services in Egypt, through providing the development basis for
the EWRA to become an effective economic and drinking water quality
regulator.
8. Indicative budget: 1 500 000 EUR.
9. Intended timing of publication of the procurement notice: 1.4.2010.
10. Additional information: Phase I (October 2008–2009) covered 5
specific aspects relevant to EWRA's regulatory functions, namely drinking
water quality audit, tariff models and associated economics, performance
measures, water balance and non-revenue water audit and cost audit.
11. Legal basis: European Neighbourhood and Partnership Instrument. EC
Regulation No 1638/2006 of the European Parliament and of the Council — OJ
L 310/1 of 9.11.2006.
