The Bureau of Land Management has a requirement for a temporary holding facility to hold up to 600 wild horses/burros in a safe and humane condition. The period of performance will be one base year plus 4 one year option periods. The facility must be located in the state of Oklahoma, within 10 miles of the intersection of State Highway 19 and I-35, in Pauls Valley, OK. The following sets forth the background of BLM's needs and the basic requirements for the Wild Horse & Burro Holding Facility: The purpose of the holding facility is to provide adequate pastures, pens, working chutes and office space to maintain, sort, doctor and adopt wild horses and burros. The purpose of the quarantine/isolation facility is to keep animals that are suspected of being sick due to infectious diseases, separate from the healthy horses/burros being maintained at the holding facility. The contractor shall be responsible for distributing feed and regular on-the-ground observation of the wild horses and burros to ascertain their well being and safety. Contractor may be required to dispose of dead animals. The holding and quarantine facilities shall have adequate drainage and soil type for eliminating muddy conditions. This notice is not meant to provide the complete specifications for the facility, but an overview to help prospective vendors decide whether to download the solicitation. This requirement is 100% set aside for small businesses under NAICS 115210. Hard copies of the solicitation will not be provided. Facsimile proposals will not be accepted. Vendors must be registered at http://www.ccr.gov to be considered for award.
