Developing 3 Disability Resource and Information Centers (DRICs) C0030-FC-11
Ministry of Social Development has received a loan from the International Bank for Reconstruction and Development (IBRD), toward the cost of the Social Protection Enhancement Project and it intends to apply part of the proceeds of this loan to payments under the contract for the Developing 3 Disability Resource and Information Centers (DRICs)
The Ministry of Social Development is looking for a consulting firm (non-government agency) with relevant expertise to help in converting 3 existing MOSD centers into Disability Resource and Information Centers along the “one-stop shop” concept for providing integrated services which should cover the following at the minimum: (i) information and awareness on various service options; (ii) comprehensive needs assessment and eligibility screening; (iii) counseling and planning for future needs; (iv) referral and access to all public/private programs; and (v) database for PWDs.
The MOSD’s “one-stop” DRICs will serve as a showcase not only for the success of this project but around the region, and build a foundation for expanding similar integrated service delivery in other centers for other target groups, if successful. Implementation period expected is two years
Ministry of Social Development (MoSD) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The information should clearly indicate a narrative description of the assignments, contact details of the clients, contracts value and persons-months of key staff provided by the firm.
Expressions of interest may be submitted by individual firms or existing as well as proposed associations between consultants, e.g., joint ventures and sub-consultancies. Once the short-list is finalized, any association among short-listed firms may only be changed with the written approval of MoSD. It is expected to short-list, for the assignment, a maximum of six firms or associations of firms. Only those short-listed firms will receive the Request for Proposals (RFP) with detailed Terms of Reference and be invited to submit a combined technical and financial proposal. The RFP for the assignment is expected to be issued in early April 2010. Interested eligible Consultants for the assignment may obtain further information from Procurement Specialist at the address given below. Expressions of Interest should be submitted within [14 days] from the date of this notice.
A consultant will be selected in accordance with the Quality- and- Cost based selection-QCBS procurement method and the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 revised October 2006
