Eligibility of Bidders:   1. Extensive knowledge of the dynamics of the Middle East social, economic, political structures, vision, policies, legal framework for protection of human rights and working knowledge of application of international framework monitoring the human rights;
2. Experience in social and economic development of vulnerable and marginalized population with focus on creating responsive public systems including juvenile justice, child protection public and private partnerships and environment to increase access to social care services and socio-economic opportunities;
3. Experience in similar assignments (the NGO shall present its qualifications giving: (i) years of experience in similar assignments and provide a brief description, date, cost and client for each of these similar or relevant assignments; (ii) international experience;
4. The composition of experts (national and/or international experts), the CVs (Curriculum Vitae) of principal project coordinator and of each expert (including (i) academic degree(s) with date and university issuing the degree; (ii) years of relevant experience (national and/or international) with a description of similar or relevant assignments)

Establishing 3 Integrated Social Service Centers C0030-FC-10
Ministry of Social Development has received a loan from the International Bank for Reconstruction and Development (IBRD), toward the cost of the Social Protection Enhancement Project and it intends to apply part of the proceeds of this loan to payments under the contract the Establishing 3 Integrated Social Service Centers
The Ministry of Social Development is looking for a consulting firm (non-government agency) with relevant expertise to upgrade 3 existing MOSD centers into Integrated Social Services Centers (ISSCs) along the one-stop shop concept for vulnerable groups which will allow a family or an individual to be connected to a broad range of social services through one point of contact. For the purpose of this assignment, vulnerable groups could cover women and children in difficult circumstances; dysfunctional families, youth with behavioral problems and youth in conflict with law. Implementation period expected is two years
Ministry of Social Development (MoSD) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The information should clearly indicate a narrative description of the assignments, contact details of the clients, contracts value and persons-months of key staff provided by the firm.
Expressions of interest may be submitted by individual firms or existing as well as proposed associations between consultants, e.g., joint ventures and sub-consultancies. Once the short-list is finalized, any association among short-listed firms may only be changed with the written approval of MoSD. It is expected to short-list, for the assignment, a maximum of six firms or associations of firms. . Only those short-listed firms will receive the Request for Proposals (RFP) with detailed Terms of Reference and be invited to submit a combined technical and financial proposal. The RFP for the assignment is expected to be issued in early April 2010. Interested eligible Consultants for the assignment may obtain further information from Procurement Specialist at the address given below. Expressions of Interest should be submitted within [14 days] from the date of this notice.
A consultant will be selected in accordance with the Quality- and- Cost based selection-QCBS procurement method and the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 revised October 2006
Expressions of interest must be delivered to the address below by 3:00 pm on March 16, 2010
