CONSTRUCTION OFASNEDA, ARETAY AND KEREN SECONDARYSCHOOLS

1.         This Invitation for Bids followsthe General Procurement Noticefor this Project that appeared in Development Business,issue no. 629 of April 30, 2004

2.         The Government of Eritrea has receiveda credit   from the International Development Association (IDA) of the World Banktowards the cost of Eritrea Education Sector Investment Project and it intends toapply part of the proceeds of the credit to payments under the Contract for Construction of Asneda, Aretay and Keren Secondary Schools. 

3.         The Eritrea Education Sector Investment Project # Project Management Unit (EESIP #PMU) now invites sealed bids from eligible and qualified bidders for Lot1:Construction of Aretay SecondarySchool, Lot 2: Construction of Asneda Secondary School, and Lot 3: Construction ofKeren Secondary School.   The construction period is: 280days.

4.         Bidding will be conducted throughthe International CompetitiveBidding (ICB) procedures specified in the World Bank's Guidelines, Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Bidding Documents.

5.         Interested eligible bidders mayobtain further information from: EESIP-PMU; Mr. Muhammed-Sfaf Hamid, Email: mohsfaf@esdp.org.er, and inspect the Bidding Documentsat theaddress given below:-

6.                 Qualifications requirements include:

Key Personnel: qualification and experience of keysite management and technical personnel to be made available for the contract by successful bidder shallbe:-

·         Project Engineer, Building Engineer or equivalent with experienceof 5 years in similarworks.

·         General foreman, technical school graduate with 3 years experience in similar works, or havingpractical experience of 5 years and who can read drawings. 

Financialqualification: The bidder shall furnish an audited financial statement for the lasttwo years.

Legaldocumentation: The bidder shall furnishthe necessary documents evidencing its legal registration in one of the eligible member countries. A margin of preference foreligible national contractors/joint ventures shall  be applied. 

7.         Acomplete set of Bidding Documents in English may be purchased by interested bidders onthe submission of a written Application to the address below and upon payment of a non refundable fee of ERN 1,000.00 (onethousand Nakfa only), startingMarch 1, 2010.  The method of payment will be: Direct deposit to our bank accountNo. EESIP-GOE 120.301.0359, Bank of Eritrea.Foreign bidders shall transfer the cost of bidding documents and couriering them USD 100.00 (one hundred US dollars only) orequivalent in other freely convertible currency to CITIBANK, N.A., COTTON CENTER, UK,LONDON, and SWIFT: CITIGB2L for credit to account No. 5519691 of Bank of Eritrea, Asmara, Eritrea, in favor of beneficiary, i.e.EESIP-PMU for further credit to our Acct. No. EESIP-GOE 120.301.0359 maintained with them. The Bidding Documents will be sent byCourier.

8.        Bids must be delivered to the address below at orbefore 4:00 PM Asmara Time, April 14, 2010. Electronic bidding shall not be permitted. Late bids will be rejected.  Bids will be openedphysically in the presence of the bidders' representatives who choose to attend inperson at the address below at 4:00PM AsmaraTime, April 14, 2010.   

9         All bids shall be accompanied by a Bid Security of: Lot 1: ERN 90,000.00, Lot 2: ERN 60,000.00 and Lot 3: ERN 300,000.00or an equivalent amount in a freely convertiblecurrency.
