Request for
Expression of Interest (EoI)
for Pre-qualification of NGOs/Community-based
Organisations for supporting to 'Activating
Village Courts in ' Project

The Local Government Division of the Ministry of Local Government, Rural Development and Cooperatives, United Nations Development Programme (UNDP) and the European Commission (EC) have jointly undertaken the project “Activating Village Courts in ”. In order to carry out implementation of project activities, UNDP Bangladesh invites interested national/international NGOs or Community-based Organisations to submit expression of interest (EOI) to demonstrate that they are capable of implementing such socio-legal kind of programmes with the Union Parishads. The purpose of this initiative is to produce an official short-list of qualified NGOs/CBOs capable to manage, design and implement the programme for local level justice systems in rural areas (UPs) in .

The implementation will cover 500 UPs under 77 Upazillas in 17 Districts of 6 Divisions. In the EOI, the NGOs should demonstrate their knowledge and capacity to handle legal and judicial system at field level and has capacity to cover at least one division for the selected Union Parishads.

The Pre-qualification Application document and Qualification Criteria are available in the following email address: procurement.bc@undp.org. Interested applicants are requested to email to the mentioned address for the pre-qualification application form. The applicants need to submit the completed application form in the bid box to the UNDP Office on the 12th floor of IDB Bhaban, Agargaon, Dhaka-1207, Bangladesh, not later than 15 March 2010; 4.30.PM. The completed applications should be placed in sealed envelopes marked with “Pre-qualification for Implementation of the Village Courts Project” and addressed to Procurement Unit, UNDP Bangladesh.

Please note that UNDP Bangladesh reserves the right to accept or reject any application for pre-qualification without providing any reason thereof. Only the pre-qualified NGOs/Community Based Organisations would be contacted for the collection of bidding document. Any unsolicited attempt to influence UNDP internal selection process in favour of a particular NGOs/entity will result in the immediate disqualification from the current bidding process.

The last date to submit the Pre-qualification application on prescribed form is 4.30.PM; 15 March 2010. Late applications will be rejected
