SOLICITATION DOCUMENTS ARE ONLY AVAILABLE THROUGH MERX.

Elections Canada is an independent, non-partisan agency reporting directly to Canada's Parliament. Its ongoing concern is to fulfill its responsibility to ensure Canadians can exercise their choices in elections and referendums in an open and impartial process.

The Office of the Chief Electoral Officer invites you to submit an offer for the following:

Dual Layer DVD Duplication Services for RO Office software and Data (as per Specifications)

Questions and requests for clarifications from bidders will be accepted until 2:00pm (Ottawa time) on March 9, 2010. Your questions and requests for clarification must be submitted in writing to the attention of Luc Potvin, by e-mail at luc.potvin@elections.ca or by fax at (613) 991-1926. Answers will be issued via Addendum.

MANDATORY ITEMS:
1) To provide a price breakdown
2) Packaging
3) Hand delivered by someone covers under the Designated Organization Screening (DOS)
4) FOB Ottawa
5) Mandatory Delivery Schedule– within 48 to 72 hours from time or order.
6) Appendix C - available upon request.
7) Appendix D – The successful contractor will be required to complete this
Appendix.

The closing date for receipt of quotations as a result of this solicitation is March 15, 2010 at 2:00pm (Ottawa time).

Quotations may also be received by fax. There will be no public opening for this Request for Quotation. Elections Canada reserves the right to award on the basis of lowest cost. The lowest or any offer will not necessarily be accepted.

The quotation that represents best value to Elections Canada and is deemed to be financially viable will be the quotation recommended for contract award.

Elections Canada retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.

This procurement follows tendering procedures in accordance with Chapter 5 of the Agreement on Internal Trade (AIT).
