REQUEST FOR EXPRESSIONS OF INTEREST Acquisition of Water Distribution and Wastewater Collection Systems & Associated Real Property Former Naval Air Station Barbers Point Kalaeloa, Honolulu, Island of Oahu, Hawaii On behalf of the U.S. Navy, the U.S. General Services Administration (GSA), Public Buildings Service has issued this Request for Expressions of Interest (RFEI) to obtain feedback from the real estate development and utilities industries regarding the potential acquisition of the water and/or wastewater utility systems located in the 3,700-acre Kalaeloa redevelopment district. The former NAS Barbers Point (now known as Kalaeloa) is situated along the southern coastal plain of Oahu; 8 miles west of Honolulu International Airport and about 13.5 miles west of downtown Honolulu. The property is bordered by the Campbell Industrial Park to the west, the growing Kapolei commercial and residential area to the north, the CCH - Honouliuli Wastewater Treatment Plant (WWTP) and the ‘Ewa Beach residential communities to the east, and the Pacific Ocean to the south. GSA is soliciting interest from entities to acquire the existing Kalaeloa water distribution system, including the water source, and the wastewater collection system, either separately or combined, via competitive public sale, to serve current customers, including the Navy, and to assist in the future redevelopment of Kalaeloa. The Government's objectives are to: • Divest the current Navy-owned source and water distribution system to a new owner/operator; • Divest the current Navy-owned wastewater collection system to a new owner/operator; • Transition current customers to a new water and wastewater service provider; • Allow Navy to become a rate-paying customer; and • Facilitate the future development of the Kalaeloa district. GSA invites interested parties (Respondents) capable of acting as a water and/or wastewater utility provider and assuming all obligations therein, to submit letters of interest indicating a desire to acquire the water distribution and/or the wastewater collection systems at Kalaeloa to meet the Government's objectives. Responses to the RFEI can be submitted during the period of Monday March 1, 2010 and ending Monday April 19, 2010.
