The Arkansas Air National Guard located at Fort Smith, Arkansas intends to issue a solicitation to award a single, firm-fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, facilities, tools, equipment, appliances and supervision necessary to accomplish the following: The electric distribution system (primary and secondary) at the 188th Fighter Wing is being replaced through privatization. A concurrent project associated with the privatization effort includes the replacement of twenty seven (27) service feeds to facilities on the installation. The service feeds will originate from seventeen (17) 120/208 volt transformers and nine (9) 277/480 volt transformers and terminate at service panels ranging in size from 50 amps to 1600 amps. Work will be phased in conjunction with the utility provider's installation of the primary distribution system which includes transformer placement. It is anticipated that work will take approximately 6 to 8 months for complete electric distribution system install. All work shall be performed at 188th Fighter Wing, Fort Smith , Arkansas. Work shall be performed in accordance with (IAW) Statement of Work. The Statement of Work is performance based there are no drawings and specifications. Magnitude of the project is between $250,000.00 and $500,000. The North American Industry Classification System (NAICS) code for this work is 221122. The small business size standard is $35.5 million average annual revenue for the previous three years. This action is being procured on a Small Business Set Aside basis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). A site visit is scheduled for 1:00 pm, 10 March 2010 at Base Civil Engineering Building (Bldg 500), 199th Fighter Wing, 4850 Leigh Avenue, Fort Smith, Arkansas. Solicitation documents will be posted electronically by 12 March 2010. Attendance at the site visit is mandatory. Contractors shall submit names of all attendees to MSgt Laura English, contracting@arftsm.ang.af.mil nlt 5 March 2010. A period of silence concerning request for information shall begin 19 March 2010 responses to RFI's cannot be guaranteed after 19 March 2010. RFI's shall be submitted to contracting@arftsm.ang.af.mil. Proposals are due by 2:00 pm central standard time, 1 April 2010. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Lack of registration may make an offeror ineligible for award. The solicitation and associated information including the Statement of Work will be available from the Federal Business Opportunities (FEDBIZOPS) website https://www.fbo.gov/ . Amendments, if/when issued will be posted to the FedBizOps for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation, Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offerors' inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
