The Physics Laboratory at the National Institute of Standards and Technology (NIST) has a requirement for the Development of Special Libraries of Recurring Mass Spectra in Biological Samples. The Contractor shall provide a range of long-term technical assistance to NIST MSDC in the Chemical and Biochemical Reference Data Division. The contractor shall develop and maintain activities aimed the acquisition of Gas Chromatography-Mass Spectrometry (GC-MS) data, Liquid Chromatography-Mass-Spectrometry-Mass-spectrometry (LC-MS-MS) data, chemical structures, Chemical Abstract Service Registry Numbers (CASRN), and names/synonyms for the inclusion to the NIST/EPA/NIH Mass Spectral Library (http://www.nist.gov/srd/nist1.htm) and to the NIST chemistry web-book (http://webbook.nist.gov/chemistry/). The specific tasks pursuant to this effort are described in the Performance Work Statement included in the Request for Proposal (SB1341-10-RP-0023). It is anticipated that the solicitation for this procurement will be issued on or about February 25, 2010 under FAR Part 12 and 15 procedures. The Government anticipates an award of a Firm-Fixed Price type Purchase Order as a result of the solicitation. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov. The solicitation will only be available via the internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no printed solicitation document available. NIST will not maintain a bidder's list. Telephone requests will not be honored; all questions must be submitted in writing via e-mail to jennifer.lohmeier@nist.gov no later than Friday, March 12, 2010, 12:00PM EST. To be eligible for award, Offerors MUST be currently registered with the Central Contractor Registration at www.ccr.gov and have completed its representations and certifications at http://orca.bpn.gov.
