SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract: Operational Training and
Development in the Fire and Rescue Services.

II.1.4) Short description of the contract or purchase(s): The Fire and
Resilience Directorate of the department of Communities and Local
Government (CLG) wish to commission research to provide clear evidence on
the current overarching processes for operational training and development
within the English Fire and Rescue Service (FRS).
Operational training and development is largely delivered locally and
regionally by, or on behalf of, the Fire and Rescue Authorities (FRA) with
additional training provided by the Fire Service College and others. We
believe it has been fundamental in:
— Helping to deliver the lowest fire deaths in the UK since 1958 and
steady reductions in the number of ‘primary’ fires, and;
— Enabling the FRS to undertake successfully considerable change in both
practice and equipment. The FRS is now in a stronger position to deal with
a wide range of threats as disparate as terrorist bombings and flooding.
Indeed the FRS response to the terrorist bombings in 2005 was widely
admired and the recent Pitt review recognised the resourcefulness,
commitment and professionalism of the service in coping with wide area
flooding in various parts of the UK in 2007.
However we also acknowledge that firefighting remains a dangerous
occupation and injuries and fatalities amongst firefighters do occur.
Looking to the future, the Service needs to maintain and build on its
recent successes, while protecting the health and safety of staff, and
face new challenges, not all yet identified. The purpose of the research
is to provide part of the evidence base to inform the debate about
training and development within the English Fire and Rescue Services.
While CLG is not itself responsible for the training and development of
firefighters, it does provide the policy framework within which FRAs
operate. This framework requires FRAs to draw up an Integrated Risk
Management Plan (IRMP) and ensure that they have an appropriately trained
workforce to meet the risks identified. The framework also requires FRAs
to use the Integrated Personal Development System (IPDS) for establishing
and meeting the training needs of operational staff.
CLG has limited knowledge of current training and development and
implementation at local level, and there are limited opportunities for
spreading good practice. We therefore wish to identify good practice for
wider dissemination and look for opportunities to improve and strengthen
training for the future.
The research will therefore focus on the current overarching processes for
operational training and development, including quality assurance. It is
not intended to be a skills audit, but to capture and explore the issues
that surround implementation and make an assessment of whether or not the
current framework and processes are being used effectively and efficiently
to achieve the outcomes of maximising safety for the public and
firefighters, reducing losses and protecting the environment and heritage.
This will include examination of how the local IRMP and national IPDS are
used to establish the training needs analysis; plan, prioritise and
organise the training at each level; and support individual planning,
assessment and recording.
This is to be delivered using a phased series of reports (starting with an
early findings paper) which:
— Support continual improvement in service delivery and share good
practice;
— Assess whether the overarching processes for training and development in
the FRS operational environment are effective in the current context;
— Assess whether the overarching processes for training and development
equip firefighters to carry out their current role safely and effectively;
