SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Conditions to be
fulfilled by suppliers, contractors or service providers in view of their
qualification and methods according to which each of those conditions will
be verified.(Where this information is voluminous and based on documents
available to interested suppliers, contractors or service providers, a
summary of the main conditions and methods and a reference to those
documents shall be sufficient)Suppliers and contractors may apply for
qualification at any time. Qualification in Achilles JQS requests the
suppliers/contractors as a general rule to fulfill specific requirements
regarding:
1) Completion of an electronic questionnaire covering detailed information
about:- General information- Financial information- Associated companies-
Quality System information- Health, Safety and Environmental System
information- Capacity Information- Information regarding products/services
offered including references from past supplies,
2) Certain basic commercial requirements must be satisfied (i.e. up to
date with payment of public fees and taxes, public registration of the
legal entity, the supplier is not involved in any debt settlement
proceedings or in any other way placed under public administration),
3) Managing Director / CEO of the supplier/contractor organisation to
confirm the validity of the information provided via the electronic
questionnaire, and grants the subscribers the right to perform QA and HSE
verification audits upon prior written notice,
4) The qualification system is open to manufacturers and/or distributors
making business arrangements directely with the buyer (direct contractual
relationship between the manufacturers/distributors and the buyer),
5) The qualification process may consist of several stages where
pre-qualification in Achilles JQS is common for all participating
oilcompanies, while the individual oilcompany may add other stages.
If a subscribing utility considers the information available after the
initial qualification stage as inadequate to establish a bidders list, a
request for additional information will be sent out to pre-qualified
suppliers.Pre-qualification of suppliers and contractors in Achilles JQS
is conducted on the basis of satisfactory response to the individual
requirements listed above. The preparation of bidder lists will then be
established based on suppliers and contractors which have passed the
initial pre-qualification, without further notification of requirements in
the 'Supplement to the Official Journal of the European Communities'
(OJEU/TED).Object of the qualification system - description of the goods,
services or works:The oil and gas companies , have established a joint
supplier qualification system (ACHILLES) with the purpose of cover a large
number of product and service categories as specified (The qualification
process may consist of several stages where qualification stage 1 is
common for all subscribing oil and gas companies, while other stages may
be added by the individual oil and gas company if more information is
found necessary to complete the preparation of the specific
bidderslists.Qualification at stage 1 requests the suppliers/contractors,
as a general rule, to fulfil specific requirements regarding: Quality
systems. Commercial aspects. Health, safety and environmental matters.
General supplier information and specific product/service information to
be provided via an electronic questionnaire.For companies supplying
products/services in the categories 3.99.17 and the 3.14 series (see
below), the above requirements regarding a formal QA system is not made
mandatory.Qualification of suppliers and contractors at stage 1 is
conducted on the basis of satisfactory response to the individual
requirements listed above.The preparation of bidders¿ lists will then be
established based on suppliers and contractors which have passed stage 1.
If a subscribing oil company is considering the information available
after stage 1 qualification as inadequate to establish the bidders¿ list,
a request for additional information will be sent out to qualified
suppliers (stage 2).The subscribing oil and gas companies will use the
scheme for all requirements subject to EC procurement rules but reserve
the right to place individual notices for specific requirements where they
deem it necessary. The qualification scheme may be used for contracts not
subject to EC rules at each subscribers discretion.The qualification
system to open to suppliers, contractors and service providers selling in
their own name.This notice serves to inform the market of the existence of
the ACHILLES Joint Qualification System which has been gradually expanded
during the last few years. This notice includes a total overview of all
applicable product and service categories currently covered by the
ACHILLES Joint Qualification System.For suppliers and contractors already
qualified under this scheme a reminder for renewal will be sent directly
to such companies well before expiry of the initial qualification period
(12 months).

IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.
