Sole source determination is based on the need for the shunts to be used as the US Primary Standards for ac current calibrations up to 100 A at 100 kHz. The key characteristics are as follows: 1. 50 A shunt: nominal resistance 0.010 ohm, maximum current: 50 A 2. Output voltage at 50 A: 0.5V 3. AC-DC current transfer difference: less than 100 uA/A from 10 Hz to 100 kHz 4. AC-DC current level dependence: less than 2 uA/A from 10 Hz to 100 kHz 5. Long drift of ac-dc difference: less than 2 cooling fans 6. 100 A Shunt: nominal resistance 0.005 ohm, maximum current: 100 A 7. Output voltage at 50 A: 0.5 V 8. AC-DC current transfer difference: less than 100uA/A from 10 Hz to 100 kHz 9. AC-DC current level dependence: less than 2 uA/A from 10 Hz to 100 kHz 10. Long terms drift of ac-dc difference: less than 2uA/A per year 11. LC female Input connectors and Type N male output connectors to mat with present NIST hardware; four terminal in nature 12. Low inductance, low capacitance Tee structures with LC connectors are required to intercompare ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractors commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
