RECOVERY-This is a reissued Sources Sought Notice under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST). The original sources sought notice issued under number AMDAE-10-SS0003 was posted on December 8, 2009 as a small business set aside under NAICS code of 238210 - Electrical Contractors and Other Wiring Installation Contractors. All responsible Service -Disabled Veteran-Owned Small Business sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. NIST is seeking information and potential Service -Disabled Veteran-Owned Small Business sources for a requirement to install approximately 600 KW of solar panels at NIST in Gaithersburg, Maryland. As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein.
All small business organizations (Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone, and Veteran Owned Small Business and Small Disadvantaged Veteran Owned Small Business) are encouraged to respond to this notice.
This requirement will be assigned a NAICS code of 237130 - Power and Communication Line and Related Structures Construction with a small business size standard of $33.5M with a magnitude of construction between $1,000,000.00 and $5,000,000.00. The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14(b) (3) Limitations on Subcontracting, General Construction.
Background information on the requirement: (1) Install approximately 600 KW of solar panels at NIST, Gaithersburg, MD on various surfaces such as: at grade, over parking lots, and on roof tops, (2) Charging stations for vehicles will be provided at two locations, (3) The Contractor shall integrate the solar panels power output into the NIST electrical system, (4) The Contractor shall have worked in a commercial or Government environment within the past three (3) years installing at least 100 KW of solar panels at one location. (5) The Contractor shall have a current Experience Modification Rating (EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN. (6) The estimated schedule to start construction work is July 27, 2010 with an estimated schedule for completion of this project to be January 23, 2011. A site visit will be planned after the release of the solicitation. A performance and payment bond shall be required and must equal 100 percent of the original contract price.
Interested firms that believe they have the capabilities necessary to accomplish this project shall provide the following information: company name, DUNS Number, address, point of contact, email address, and business type.
