The proposed procurement is 100% set aside for small business with a NAICS code of 238910 and with a small business size standard not to exceed an average annual receipts for the preceding three fiscal years of $14 million, including worldwide affiliates.

The U.S Army Corps of Engineers requires the contractor to supply all labor, equipment, tools and materials necessary for the placement of 220 feet of 18 inch smooth bore drain pipe and 50 feet of 6 inch smooth bore drain pipe in the downstream area at Curwensville Dam. The contractor shall also grade and seed the entire area in accordance with the specifications of the contract. The place of performance is Curwensville Lake located along SR 453 approximately 1 mile South of the Borough of Curwensville in Clearfield County, Pennsylvania. The work shall commence no later than June 1, 2010 and be completed by June 30, 2010. The start date will be coordinated with the Head Dam Operator.

For the benefit of prospective bidders, a site inspection is highly recommended. Please contact the Head Dam Operator, Ted Clyde, (814)236-0865 for the date and time of the pre-bid site meeting.

All questions shall be submitted via e-mail to the contracting office at Alisia.L.Waldon@usace.army.mil. Bids can be submitted via email to the contracting office or mail to U.S. Army Corps of Engineers, Contracting Division, Simplified Acquisitions Team, 10 South Howard Street, Room 7000, Baltimore, MD 21201-2530.

The solicitation will be available at the close of business o/a 02/23/2010 to interested vendors to create an account (unless they already have one) and download/obtain the solicitation at FEDBIZOPPS (Federal Business Opportunities aka FBO)http://www.fbo.gov. You must be CCR registered in order to create an account at FEDBIZOPPS. The CCR website is http://www.ccr.gov as you will need your MPIN (Marketing Partner Identification Number) when creating an account at FEDBIZOPPS. If you do not have an account at FEDBIZOPPS you will be locked out from obtaining a hard copy of the solicitation at FEDBIZOPPS.
