SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-London: development of new offices and amenities at the British High
Commission, Abuja, Nigeria.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The design and
construction of 6000 m² of concrete frame deep footprint open plan offices
generally of four storey construction incorporating mechanical ventilation
and VRF cooling. Associated accommodation includes a fully fitted out
medical clinic, mechanics workshops and external works. the contractor
will be required to adopt the detailed design at RIBA stage D, to complete
the detailed design and be responsible for handing over the completed
project to a defined completion date 18 months after commencement on site.
Damages will apply for late completion. Detailed design and construction
are to be carried out to a high standard equivalent to those found on
European Headquarter projects. The contractor will be required to submit
details of the design to the employers team for comment prior to
commencement of construction. All works to be carried out under one
contract which will be based on GC Works 1 Single Stage with contractors
design, all project documentation will be in English. The works will not
be let in packages but as a single entire contract for design and

III.1) CONDITIONS RELATING TO THE CONTRACT

will be made using milestones, trigger points and values are required to

be required to provide evidence of relevant professional indemnity
insurance.
(2) All candidates will be required to provide a statement covering ther 3
previous financial years including the overall turnover of the candidate
and the turnover in respect of the activities which are of similar type to
the subject matter of this notice.
(3) All candidates will be required to provide statements of account or
extracts from those accounts relating to their business.

VI.3) ADDITIONAL INFORMATION: A pre-qualification questionnaire
containing In addition to information requested in this notice applicants
are requested to submit by the deadline set in this notice a response to
the pre-qualification questionnaire which can be downloaded

Contractors expressing interest will be required to attend an interview in
Nigeria during week commencing 26.4.2010 at a date and time to be advised.
As part of the interview contractors will be required to arrange for the
employers consultant team to visit the office that would undertake the
project and a current construction site of similar size and complexity to
this project (minimum value 5 000 000 GBP) in Nigeria and preferably
within Abuja. Contractors are required to advise the location of their
proposed office and site as part of the expression of interest.
Applicants responding f to this do so at their own cost as the authority
will not provide any financial contribution to expression of interest or
tendering costs.
Applicant who previously provided information in response to notice
2008/S91 - 123295 are requested to provide a new submission given the
passage of time since the original application was made.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Foreign & Commonwealth Office will incorporate a
minimum 10 calendar day standstill period at the point information on the
award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 further
working days from the notification of the award decision to request
additional debriefing and that information has to be provided a minimum 3
working days before the expiry of the standstill period. Such additional
information should be required from the address listed in I.1.3. If an
appeal regarding the award of the contract has not been successfully
resolved the Public Contract Regulations 2006 (SI 2006 No 5) provided for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly.
The awarding authority reserves the right to annul the Tendering process
and not to award any contract.

1) Short description:
The contractors invited to tender for the construction of the New Offices
and Amenities at the British High Commission, Abuja, Nigeria will be
requested to submit a separate undertaking for the planned maintenance of
the building for a 25 year period, renewable each 5 years. The maintenace
contract may be rejected in favour of providing maintenance resource from
the Foreign & Commonwealth Office if more commercially advantageous.
