REQUEST FOR TENDER AusAID, the Australian Agency for International Development, manages the Australian Government's official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia's national interest. AusAID is seeking a contractor to undertake the following development program in the Philippines: PHILIPPINES-AUSTRALIA HUMAN RESOURCES AND ORGANISATIONAL DEVELOPMENT FACILITY (PAHRODF) The Philippines-Australia Human Resource and Organisational Development Facility (PAHRODF) aims to enhance the effectiveness of selected programs and reform agenda under the Australia-Philippines Development Assistance Strategy (DAS). In order for the implementation of Australia's technical sectoral programs to succeed, complementary assistance will be provided to improve broader administrative and service delivery systems of national and local Philippine organisations supported by the DAS. The Facility's objectives are: o to develop and make better use of human resource development, planning, management, administration competencies and support systems for service delivery of targeted individuals, organisations and groups of organisations; and o to enable these individuals and organisations to make better use of these competencies and systems, including through building and maintaining relationships, and sharing experiences and lessons from research and knowledge synthesis initiatives. It is anticipated that the program will commence in October 2010 and will continue over five years to 2015. Selection will be on a one step basis.
