SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Emergency response and no gas services for Bord Gáis Éireann.

II.1.5) Short description of the contract or purchase(s): Bord Gáis
Éireann are currently procuring a Network Services contract under a
separate competition, one aspect of which is the provision of emergency
response and no gas services. These services are currently expected to
include:
Distribution emergency response.
Response to public reported escapes of gas within a one hour criterion.
Response to no gas reports to meet the requirements of the Bord Gais
Customer Charter.
This competition is to identify a number of applicants considered to be
qualified to provide the above services. However, Bord Gáis Éireann does
not intend to enter into a contract with any applicant who is shortlisted
following this competition. Instead, it is envisaged that the names of the
applicants who are shortlisted following this competition will be provided
to the tenderers in the separate Network Services competition. Those
tenderers may but are not obliged to contact applicants shortlisted
following this competition with a view to including some of those
applicants in their tenders for the Network Services competition.
Applicants who have returned the pre-qualification questionnaire for the
Network Services competition may also submit a response to this
pre-qualification questionnaire if they wish.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: As per competition
documentation.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: Requests to participate may be
submitted by groups of service providers. A group will not be required to
convert into a specific legal form in order to submit a request to
participate, but may be required to do so by a tenderer in the Network
Services contract competition.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: If any of
the conditions set out in Regulation 53(1) of The European Communites
(Award of Public Authorities Contracts) Regulations apply to the
applicant, the applicant will be excluded from the competition.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications or in the invitation to
tender or to negotiate.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: A pre-qualification questionnaire will be
issued to all candidates who respond to this notice. Expressions of
interest should be addressed in writing and sent to cwhite@bge.ie. The
questionnaire will cover the financial, economic and technical capacity of
the candidates. The questionnaire must be completed and returned to the
address in I.1. above not later than Monday 29.3.2010 (17:00). This
process may also include interviews with candidates.
Candidates should note that notwithstanding Section IV.2 above, as this
competition only involves prequalification stage and no award stage, there
will be no award criteria set out.
The contracting entity will not be responsible for any costs, charges or
expenses incurred by candidates or tenderers relating to this contract
award procedure.
