Individual service contract forecast
1. Publication reference: EuropeAid/129672/C/SER/YE.
2. Procedure: Restricted.
3. Programme: Development Cooperation Instrument (DCI).
4. Financing: Financing Agreement: DCI-MED/2008/19572 — Support to
juvenile justice, rule of law and public administration reform in the
Republic of Yemen.
5. Contracting authority: European Union, represented by the European
Commission, on behalf of and for the account of the Ministry of Social
Affairs and Labour of the Republic of Yemen, San'a, YEMEN.
6. Nature of contract: Fee-based.
7. Contract description: The purpose is to continue support to public
administration modernisation in Yemen, resulting in the delivery of better
public social services. The project foresees to address among others:
(1) re-engineering of the Ministry of Social Affairs and Labour;
(2) revise, harmonise and integrate social and labour policies and
strategies;
(3) develop participative social planning and labour market analysis;
(4) test innovative social and labour services in pilot locations; and
(5) build institutional capacities of MoSAL staff at central and
decentralised level.
8. Indicative budget: 1 480 000 EUR.
9. Intended timing of publication of the procurement notice: March 2010.
