II.1.4) Short description of the contract or purchase(s): Provision of a
women’s refuge and children’s service and a specialist domestic violence
floating support services - Contract Number: 0910 113 Islington Council’s
adults and children’s services invites expressions of interest from
suitably qualified experienced providers of high quality support services
to deliver:
1. A women’s refuge service and children’s service within the refuges 2. A
specialist domestic violence floating support service For the refuge
service, the provider must be OFSTED registered to provide children’s
services current status women’s refuge and children’s service The refuge
service will provide short-term housing related support services to 21
women with or without dependent children within two refuges in Islington
who have experienced, and who remain at risk of domestic violence. The
children’s service will support children living in refuges in Islington to
enable them to experience living and playing in a supportive environment
that strives to be free of violence, oppression and discrimination. It
will aim to reduce the impact of violence and isolation on children and
provide support to mothers in their relationships with their children.
Specialist Domestic Violence Floating Support Service The service is a
borough wide specialist domestic violence service providing support to 35
women who have experienced, or are at risk of domestic violence enabling
them to live safely in their own homes, develop their independent living
skills and link into appropriate services. The service will be flexible
and responsive to the needs of service users including women from Black
Asian Minority Ethnic and Refugee communities (BAMER) including women with
no recourse to public funds. The service will include an office facility
accessible to Islington women. The requirement Islington Council is
inviting expressions of interest for two services. It is seeking to
appoint one organisation to provide the refuge and children’s service and
one to provide the floating support service. Organisations are invited to
express an interest in providing either one or both of the services. The
contracts will run for 3 years with an option to extend for a further 24
months from 1.4.2010 to 31.3.2013. The contract value for the
refuge/children’s service will not exceed 340 000 GBP per annum. The
contract value for the floating support service will not exceed 90 000 GBP
per annum. The Local Authority believes that TUPE will apply to some or
all of the staff currently providing this service. Assessment Criteria The
assessment process and criteria will be the same for both services.
Tendering will be a two stage restricted process. The first stage will
involve completing a pre-qualification questionnaire. In the region of 5
of the highest scoring organisations will be invited to tender. The
contract will be awarded to the Most Economically Advantageous Tender
(MEAT) on the basis of 70 % quality (proposed model of service, promoting
well-being and independence, quality and performance management,
partnership working and managing risk and safety) and 30 % cost. Criteria
