NOTICE - SECURITY
This notice is to advise ALL interested bidders that in order to
be awarded a contract which contains a security requirement, all
bidders MUST hold a valid Security Clearance granted or approved
by PWGSC Canadian Industrial Security Directorate (CISD) at the
level indicated in this solicitation document. Should the bidder
not currently hold a valid Security Clearance or require the
level to be upgraded, PWGSC will sponsor the bidder. Please

SECURITY REQUIREMENT
1. The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Designated Organization Screening (DOS), issued by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).

2. The Contractor/Offeror personnel requiring access to
sensitive work site(s) must EACH hold a valid RELIABILITY
STATUS, granted or approved by CISD/PWGSC.

3. Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.

4. The Contractor/Offeror must comply with the provisions of
the:

(a) Security Requirements Check List, attached at Annex B;
(b) Industrial Security Manual (Latest Edition) .


DESCRIPTION OF REQUIREMENT
To provide supervision, labour, material, tools and equipment
necessary for the safe and environmentally friendly collection,
transportation, handling, recovery, recycling and/or disposal of
the assets, as well as the provision of collection, handling,
transport and recycling of hydroponics and related equipment for
the Department of Public Works and Government Services Canada,
on an "as and when" requested basis, at various Collection Point
Locations located throughout the Eastern Region of Canada
including Moncton, NB, Montreal, QC, Ottawa, ON and Toronto, ON.
For the most part, such equipment consists of aluminum,
charcoal filters, equipment containing refrigerants, ballast's,
and miscellaneous materials.

The objective is to recycle any and all materials where
possible. It should be noted that all materials must be
recycled where possible, as diversion from landfill is a key
facet of this Standing Offer.

The performance of all work required under the resulting
Standing Offer shall be conducted in accordance with all
applicable environmental and occupational health and safety
legislation and regulations and all other standards or best
practices of the waste disposal / recycling industry.

In addition, special attention is to be directed to Part 7(B),
clause 7 "License" of this requirement.

The services must be provided in accordance with the Statement
of Work attached at Annex "A".


BACKGROUND INFORMATION
Under the Seized Property Management Act (SPMA) and the Seized
Property Disposition Regulations
made pursuant to the SPMA, the Minister of Public Works and
Government Services as represented by
the Seized Property Management Directorate (SPMD) is responsible
for the management of certain
property seized or restrained in connection with certain
offences,as well as the disposition of that property
on the forfeiture thereof.

Assets forfeit to Her Majesty the Queen in right of Canada as
"Offence-Related Property" include equipment used in marijuana
grow operations such as lamp ballast's, charcoal filters,
aluminum light shields, fans, ozone generators, CO2 generators,
copper wiring and assorted electrical components, freezers, air
conditioners, and dehumidifiers.


PERIOD OF STANDING OFFER
The Standing Offer is to be for two (2) years with three (3) one
year options to extend the standing offer each for an additional
consecutive twelve (12) month period.


OPTION TO EXTEND THE STANDING OFFER
The Offeror grants to Canada the irrevocable option to extend
the term of the Standing Offer by up to three (3) additional
twelve (12) month period(s) under the same conditions. The
Offeror agrees that, during the extended period of the Standing
Offer , it will be paid in accordance with the applicable
provisions as set out in the Basis of Payment.

Canada may exercise this option at any time by sending a written
notice to the Offeror at least thirty (30) calendar days before
the Standing Offer expiry date. The option may only be
exercised by the Contracting Authority, and will be evidenced
for administrative purposes only, through a standing offer
amendment.

procurement.
