SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Provision of hotel/car/attraction sales inventory to Eurostar.com.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Eurostar
International Limited are seeking a partner or partners to supply one or
more of hotel, car hire and tour/activity/experience inventory for sale
online (through Eurostar.com website) and offline (through the Eurostar
Contact Centre). Eurostar will sell this inventory to its customers both
on a standalone basis, and on a packaged basis where the inventory is
dynamically bundled with Eurostar Train Tickets and from time to time with
other products. The service(s) will be needed for Eurostar.com websites
covering the UK, France, Belgium, USA and the UK Based Contact Centre.
Expressions of interest are invited from suitably qualified and
experienced organisations who wish to be considered for some or all of the
ancillary services listed above in local language (English, French and
Flemish preferably or Dutch) and local currencies (Pound Sterling, Euro
and US dollars).
All applicants should be experienced is XML integration within the booking
path, integration of merchandising operations, the use of dynamic content
and reporting using web analytics tools (e.g. Omniture, Google Analytics,
CoreMetrics, etc.) across multiple platforms. Applicants are required to
have a strong Pan-European infrastructure or be able to demonstrate such
ability to include deep product inventory in Eurostar's core destinations;
Paris (incl. Disneyland Paris, Lille, Brussels and London), along with the
resources to provide pan-European account management, customer service and
technical support.
These services will be split into three Lots : Hotels, Car Hire,
Tour/Activity/Experience as further set out in Annex B. Applicants are
open to bid for one or more Lots.
Lot 1: Hotels.
Applicants for the hotel service must be able to provide integrated
dynamic packaging with Eurostar train Inventory in local country language
and currency and must be ATOL bonded. This is a mandatory requirement and
those without this capability will not be considered.
Lot 2: Car Hire.
Applicants for the Car Hire Service only can either be a single brand
solution or a multi-supplier solution. Either solution must be able to
provide the inventory in local language and local currency, have city
centre pick-up and drop off points for each of Paris, London, Brussels and
regional France including Avignon.
Lot 3: Tours/Activity/Experience.
Applicants for Tours/Activity/Experiences must be able to provide deep
inventory in London, Paris (incl. Disneyland Paris) and Brussels. It is
mandatory the solution is provided in local language and local currency,
be bookable in real-time online. The ability to dynamically package with
Train tickets and hotels would be of added value.
Details of each Lot are further set out in Annex B.

II.2.1) Total quantity or scope: As outlined in II 1.5 and Annex B with
full details to be delivered in the formal bid document.

Description of these options: Eurostar will be including the option to
extend the initial term of 3 years for a further period of equal or
shorter length of the original term as detailed in II.2 below Any
extension term will be determined by and agreed at the exclusive
determination of Eurostar International Limited.
II.3) DURATION OF THE CONTRACT OR TIME LIMIT FOR COMPLETION: Starting:
1.4.2011. Completion: 31.3.2014.
INFORMATION ABOUT LOTS
LOT NO 1
TITLE Hotels
1) SHORT DESCRIPTION: Applicants for the hotel service must be able to
provide integrated dynamic packaging with Eurostar train inventory in
local country language and currency and must be ATOL bonded. This is a
mandatory requirement and those without this capability will not be
considered.
2) COMMON PROCUREMENT VOCABULARY (CPV): 63500000, 63510000, 55000000,

formalities necessary for evaluating if requirements are met: Companies
are invited to express interest in the process by sending a request in
writing via e-mail only to the contact detailed in I.1 above. In reply,
Eurostar will issue a pre-qualification questionnaire (PQQ) in order to
determine suitability to our requirements. Those shortlisted will be
further invited to complete a formal proposal in order for Eurostar
Interrnational Limited to determine the most suitable vendor with which to
engage.

you specify your intent for which Lots you wish to bid.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Eurostar International Limited will incorporate a minimum
of 10 clear calendar days standstill period at the point of information on
the award being advised to unsuccessful bidders in writing. This period
allows for unsuccessful bidders to seek further debriefing from the
contracting authority before the contract is entered into. Applicants have
two (2) working days from the notification of the award decision to
request additional debriefing and that information has to be provided a
minimum of three (3) working days before the expiry of the standstill
period. Such additional information should be required from the
Contracting entity (see item I.1 above). If an appeal regarding the award
of contract has not been successfully resolved, the Utilities Contracts
(Scotland) Regulation 2006 (SSI 2006 No.2) provide for aggrieved parties
who have been harmed or are at risk of harm by a breach of the rule to
take action in the Sheriff Court of Session. Any such action must be
brought promptly (generally within three months). Where a contract has not
been entered into, the Court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into, the Court may only award
damages. (The purpose of the standstill period referred to above is to
allow parties to apply to the courts to set aside award decision before
the contract is entered into).
