II.1.4) Short description of the contract or purchase(s): Devon County
Council, the eight District Councils within Devon and Plymouth City
Council have determined that the provision of a supported lodgings scheme,
supported by a floating support service is a service required to respond
to the issues of youth homelessness and to the issues of young people in
and leaving care. It will help fulfil duties owed to young people under
the Children Acts 1989 and 2004, the Children (Leaving Care) Act 2000, the
Children and Young Peoples Act 2008 and the Housing Act 1996 as amended by
the Homelessness Act 2002. The service will promote the well-being of
children in care, care leavers, children in need and those owed a priority
duty under Homelessness regulation and guidance. The provision of a
Supported Lodgings and Floating Support Service is a key part of Devon
County Council’s strategy as detailed in the children and young people’s
plan (2008 – 11) and the homelessness strategies of the eight District
Councils within Devon. The provision of a supported lodgings and floating
support service is a key part of Plymouth City Councils strategy to
provide accommodation and support to young people leaving care and young
people experiencing homeless. The service will provide supported lodgings
and floating support for care leavers and vulnerable children and young
people including:
— emergency accommodation and interim accommodation (lasting up to 6
weeks),
— longer term accommodation (supported lodgings),
— a floating support service for care leavers and vulnerable service
users.
The service will be provided within the geographical area of Devon and
Plymouth (excluding Torbay), and it is expected that the service provider
will ensure that there is sufficient placements and resource such that
young people from plymouth will, in the main, be placed within Plymouth,
and, where that is not possible, within the "travel to work" catchments
(i.e. Ivybridge, Tavistock and Saltash).
