1) The Agriculture Research Sindh Tandojam has received an allocation from the Public Fund In Pak rupees towards the cost of [name of Project/projects are given as under). It is intended that part of the proceeds of this allocated fund will be applied lo eligible payments under the contract for Supply of Field Implement, Lab. Equipment and Machinery and Mobility (Motorcycles). 2) The Agriculture Research Sindh, Tandojam now invites sealed bids from interested eligible bidders for the supply of the implements / machinery / equipments listed below. Name of Scheme: (1) Establishment of Fodder Research Station at Tandojam and Introduction of Salt Tolerant, High Yielding Varieties of Fodders In Sindh. 3) Interested eligible bidders may obtain further information and inspect the bidding documents at the office of Deputy Director (Tech-II), Directorate General. Agriculture Research Sindh, Tando Jam, on any working day during office hours (9:00 to 16:00 hours). Telephone No. 022-2766275, Fax No. 022-2765504. 4) A complete set of bidding documents may be purchased by interested bidders on submission of a written application to the Deputy Director (Tech-II), Directorate General, Agriculture Research Sindh, Tandojam and upon payment of a n on-refundable fee as given above, from 22.02.2010 to 04.03.2010. 5) The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Sindh Public Procurement Ordinance and Its Rules made hereunder which also conform to the requirements of the World Bank Standard Bidding Documents: Procurement of Goods for National Competitive Bidding, Pakistan Part One. 6) Bids must be delivered lo the Office of Deputy Director (Tech-II), Directorate General Agriculture Research Sindh. Tandojam, on or before 11:00 A.M. on 20.03.2010 and must be accompanied by: Single package of their bid containing two envelopes for Technical and Financial Proposals separately. Each envelope must clearly be marked as Technical Proposal and Financial Proposal in bold and legible letter lo avoid contusion; A Security Deposit of 2.5% of the cost of bid offered in shape of Call Deposit in the name of Director General, Agriculture Research Sindh. Tandojam; 7) Bids will be opened in presence of bidders' representatives who choose to attend at 12:00 noon on 20.03.2010 at the Offices / Committee Room of Directorate General, Agriculture Research Sindh, Tandojam. ii) Initially the envelope marked "Technical Proposal" will be opened ii) The envelope marked Financial Proposal shall be retained In the custody of Procuring Agency without being opened. iii) After due date (opening of Technical Proposals), no amendment in the bid shall be permitted. Iv) After technical evaluation and approval of Technical Proposals, the Procuring Agency will open the Financial Proposals publicly, of technically accepted bids only. Such information (acceptance of bid. rejection of bid) will be communicated to all the participating bidders, well in time before the opening of Financial Proposal. V) The Procuring Agency may reject any or all bids subject to the relevant provisions of PPRA Rules. vi) The Financial Proposals of the bids found technically non-responsive shall be returned unopened to the respective bidders. vii) In case of locally manufactured equipment, only manufacturers or his authorized agents are eligible. viii) In case of imported equipment, only company or its authorized agents are eligible. Ix) Only 100% technically responsive offers will be considered. x) Two to three years warranty is required. xi) Three and above years experience In specific field Is must.
xii) Dale, time and venue for Financial Proposal opening will be communicated to all the bidders, well in lime. Xiii) The bidders who want to receive the tender documents through courier services, must send the Tender Document Fee and obtain return courier services. xiv) The bidders must quote rates including all the taxes and other charges. II there Is any. xv) The tender will be opened by Technical Committee on 20.03.2010 at 12:00 noon, at Committee Room. Directorate General, Agriculture Research Sindh. Tando Jam, publicly in presence of bidders or their representatives who choose lo attend. xvi) Late tenders / bids will not be accepted and will be returned unopened. 8) The bidders are requested to give their best and final prices as no quotations are expected.
