II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Rotherham NHS Foundation Trust (the Trust) is planning to invest
in an innovative Zero Waste Solution as part of its ‘Hospital of Tomorrow’
Programme. The ‘Hospital of Tomorrow’ Programme is an improvement
programme covering infrastructure, technology and service delivery. It is
envisaged that these programmes will deliver a modernisation agenda across
the entire hospital estate, realising benefits in excess of £48m. The
Trust wishes to procure a cost effective Zero Waste Solution that; is able
to meet its waste management needs now and into the future, eliminates
waste to landfill, makes a significant contribution to reducing the
Trust’s carbon and other greenhouse gas emissions, and recovers value from
waste. The solution must be capable of operating effectively and reliably
in the demanding operational environment of an NHS Trust. The Trust is
interested in exploring innovative technical, commercial and financial
arrangements with potential suppliers for example to spread the costs of
capital investment and facilitate take-up. The solution is required if
possible by March 2011 with the aim of being fully operational by March
2013. The Trust wishes to understand what the market can deliver and it’s
appetite for providing innovative technical and commercial approaches.
This notice is to advise potential suppliers of the forthcoming
procurement and initiate a market sounding exercise. The market sounding
exercise provides a vehicle to inform the supply chain about the Trusts
requirements, stimulate innovative solutions and pull together the
necessary technical and market information to enable the Trust to develop
an effective procurement strategy. It also provides a framework to enable
the supply chain to inform and shape the procurement strategy, design and
specifications for these products/services for deployment at the Rotherham
NHS Foundation Trusts, and also other NHS Trusts. The Trust and its
partners recognise that the products that meet the requirements (as set
out in the Prospectus) may still be in development and/or not currently
commercially available. For this reason we have adopted the Forward
Commitment Procurement (FCP) approach, as recommended in the UK
Governments Sustainable Procurement Action Plan, to accelerate the market
entry of innovative and sustainable technologies. Interested parties are

the requirement and context for this exercise and a Response Form, these

of Tomorrow Programme. The purpose of this PIN is to: - Forewarn the
market that a procurement exercise may begin in the future. - Alert the
market to high-level potential requirements, prior to any potential
procurement process. - Facilitate international participation in the
market consultation exercise and help to ensure that this pre-procurement
process is open and transparent. The PIN is an indication of potential
future procurement activity and is subject change. This notice makes no
commitment to procure anything. This PIN is NOT part of any
pre-qualification or selection process.
