SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Registered Social Landlord (RSL) Preferred Partner Agreement.

II.1.5) Short description of the contract or purchase(s): The London
Borough of Redbridge ("the Authority") is seeking to appoint a minimum of
5 and maximum of 10 Registered Social Landlords (RSL) to assist the
Authority in the deliverry of its housing strategy and to jointly
commission RSL social housing programmes. The Appointed RSL's would also
act as the Authority's preferred agents to deliver Section 106 and other
regeneration projects.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applications
will be restricted to organisations that are Registered Social Landlords
who are registered with the Homes and Communities Agencies (or European
equivalents). Applicants shall be required to complete a Pre-Qualifying
Questionnaire to be returned by 1.4.2010 to the address in I.1.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number: 10
Objective criteria for choosing the limited number of candidates:
Candidates to demonstrate financial viability and technical capability to
undertake a Contract of this nature through the information required in
the PQQ. The Authority shall, at its entire discretion, invite sufficient
applicants to tender to ensure genuine competition subject to the criteria
above and to appoint sufficient RSL's to the Contract depending upon
evaluation of tenders received.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below:
1. Technical/Quality (fuller details will be specified in the tender
documents). Weighting: 75.
2. Financial. Weighting: 25.

services and only RSL's capable of providing them should apply to tender.

RSL's in a commercial and businesslike way.
