THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. ***ESTIMATED ISSUE DATE OF COMPLETE SOLICITATION electronically in Federal Business Opportunities is February 25, 2010.*** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications. Project includes various site work needed to prepare twenty (20) sites for new Government-furnished CXT (brand) toilet buildings. Site preparation in many cases requires the demolishing and removal of old toilet buildings and septic tanks under this contract. CXT, Inc. (toilet manufacturer) will deliver and set the new toilet buildings under separate contract. Ten (10) of the new buildings are vault toilets, either Tioga or Gunnison models. For these ten (10) sites, work includes clearing, grubbing, and provide finish site work. CXT, Inc. will deliver and set the new buildings and also provide all excavation, bedding, backfill, and compaction needed to place the new vault toilet buildings under separate contract. The remaining ten (10) new buildings are flush toilets, either Cortez or Montrose models. The toilets shall be connected to a septic system (either city sewer or on-site drain field). For these ten (10) sites, all site work necessary to prepare the sites for placement of the new toilet buildings will be included under the work of this Contract, including supplying and installing three new septic tanks. All other site work, such as clearing, concrete, electrical utilities, and finish grading will be included under the work of this contract. CXT, Inc. will deliver and place toilets under separate contract. Project areas are located in Lincoln, Coos, and Lane Counties on the Siuslaw National Forest. The solicitation is a Request for Proposal, resulting in a firm, fixed-price contract requiring both a price proposal and written response describing past performance of like work. Award will be made to the offeror providing the best value to the Government. This acquisition is a Total HUBZone set-aside per FAR 52.219-3. Contractors are required to be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). No hard copies of the solicitation and applicable amendments will be mailed. To receive the solicitation package and any subsequent amendments, offerors must download them from the https://www.fbo.gov/ website. The Government Estimate is between $ 250,000 to $ 500,000.00. The successful offeror shall be required to submit Performance and Payment Bonds (100% each) prior to start of work. Contract time is 180 days. Estimated start work date is April 20, 2010.
