II.1.5) Short description of the contract or purchase(s): The Forestry
Commission will be awarding this contract as a multiple supplier
framework. The Framework will provide for up to 3 suppliers for each
Bidding area. The FC intends awarding a 4-year Framework Contract, subject
to availability of funding and continued requirement.
Over the 4-year period the FC expects to assess 12 500 Sample Squares
(including the Yorkshire and Humber Top-up – see below) through this
Framework Contract and will in addition assess 2 000 Sample Squares using
internal resources across Britain.
As funding for work in each bidding area becomes known in April of each
subsequent year the primary supplier will be awarded the work, at the
price bidded for plus an adjustment for inflation at 50 % of the Retail
Price Index for years 2-4, unless there are substantive changes (i.e.
changes that merit a variation in unit price) in the work to be carried
out. If, in April of each successive year, the primary supplier of a
bidding area is no longer willing to carry on the work at the original
price quoted, plus inflation as noted above, then a mini-competition will
be run inviting all suppliers within the bidding area to submit pricing.
Where there are less than three suppliers within the bidding area then the
mini-competition will be run for the GB pool of approved suppliers. Note
that where changes substantially reduce the time taken to assess a Sample
square and the FC has the discretion to negotiate a lower price either
locally or via a mini-tender.
Should, at any time throughout the contract period, the primary supplier
within any bidding area prove unable to fulfil the required work within
the timeframes given in this document (e.g. the 1 calendar month
turn-around between Sample Square allocation by the FC and return of the
completed assessments by the supplier) then the work will be transferred
to the second highest-ranking (secondary) supplier. Should they not be
able to carry out the work then it will be offered to the third
highest-ranking supplier within the bidding area. Should none of the
approved suppliers within a bidding area prove able to carry out the work
then a mini-competition will be run for the GB pool of approved suppliers.
Top-ups.
In addition to the NFI survey data and the Yorkshire and Humber Top-up
(see below) data collection noted above there is the possibility of extra
surveys work through external funding of Top-up surveys. Should funding
applications be successful then the work will be offered to the GB pool of
approved suppliers for the NFI data collection in a mini-tender.
Currently, approximately 60 000 GBP worth of Top-up work in the Yorkshire
and Humber Region has been agreed to be assessed in 10/11 and 11/12 and
further indications are that Top-up funding will rise substantially across
GB over the lifetime of this contract.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Forestry Commission is going out to
competitive tender for a 4-year framework contract for the field data
collection element of the National Forest Inventory of Great Britain.
A maximum of 3 approved suppliers per bidding area will be allocated. In
year 1 of the contract the winner, or primary supplier, of each bidding
area will be assigned the Sample Square data collection work for that
year.
As funding for work in each bidding area becomes known in April of each

area prove able to carry out the work then a mini-competition will be run
for the GB pool of approved suppliers. The FC will agree with the supplier
a monthly schedule for Year 1 of the contract upon signing the contract
and then for each Financial Year during April of following years.
Field data collection will be divided into essentially two parts:
1. GIS mapping and editing - Each supplier will need to be able to locate
each 1-ha Sample Square within the landscape and edit the supplied 1-ha
Sample Square map as required to reflect the land cover at the time of the
visit – see field manual (Appendix 4) for more details. This will involve
checking Section boundaries on the ground compared to the map and editing
these boundaries as necessary. Before visiting the square the FC will
contact the owner where possible to let them know the sampling is going to
take place and obtain permissions for vehicular access and pegging whilst
noting any constraints to access and egress. The supplier will ensure that
owners have been contacted near to the time of sampling and any relevant
information exchanged (e.g. actual date of visit, where to collect keys
etc.).
2. Data collected in relation to the forest area within the 1-ha Sample
Square - The supplier will be required to collect data within each 1-ha
Sample Squares supplied – see Appendix 4 for more details. Once the
initial calibration and briefing period has been completed the FC will
provide ongoing support for the interpretation and application of the NFI
Field Manual. This will be provided as face to face meetings, online and
telephone support as required.
The bulk of the data collection is expected to take place between April
and October of each year from Years 2-4. Successful suppliers work will be
carried out in approximately the following order:
Sample Squares are assigned and will need to be assessed within a given
time period of 1 calendar month. Failure to complete the data collection
within the timescale requested, or to the required standard, may, at the
FC’s discretion, be regarded as a breach of contract and prompt a mini
tender from approved suppliers.
The information required to assess the Sample Squares will be sent to the
supplier, such data will include:
Map of each 1-ha Square and contextual mapping of surrounding area.
Order of assessment and/or any priorities.
Aerial photo of 1-ha Square and surrounding area.
NFI map of 1-ha Square for editing in the FC software supplied.
The FC software required to record field data.
Owners contact details and any other relevant information.
NB: all data and maps sent to the suppliers and received from the
suppliers are for this contract only and are not to be used by the
suppliers for any other reason. The suppliers will need to sign the
relevant license documentation before beginning the data collection work.
Suppliers are also reminded that the location data for the Sample Squares
is not to be divulged to third parties.
Supplier to visit and assess Sample Squares and Quality Assure (QA) their
data.
Data to be sent back to FC for all completed Sample Squares at the end of
each calendar fortnight unless otherwise discussed and agreed in writing.
Checklists for GIS and data collection filled in and signed for each
Sample Square. Electronic versions to be sent in with the data followed by
signed paper copies.
FC QA staff will carry out a minimum of approximately 5 % reassessments in
randomly allocated Squares for all suppliers over the period of the
contract. In some cases where issues have arisen the level of checks may
rise.
— Where Private Owner details cannot be obtained by the FC, suppliers will
be asked to carry out some investigative work to ascertain ownership of
woodlands. This can be charged for at a day rate.
