THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER: CONTRACT N62473-08-D-8651, SMALL BUSINESS GENERAL BUILDING CONSTRUCTION MACC INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SMALL BUSINESS SET-ASIDE MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) FOR NEW CONSTRUCTION AND RENOVATION OF GENERAL BUILDING CONSTRUCTION AT VARIOUS LOCATIONS WITHIN THE NAVFAC SOUTHWEST AREA OF RESPONSIBILITY INCLUDING BUT NOT LIMITED TO CALIFORNIA, ARIZONA, NEVADA, UTAH, COLORADO, AND NEW MEXICO. CONSTRUCTION, INC., RMA LAND CONSTRUCTION, INC., I.E. PACIFIC, INC., A&D GC, INC., AND SAN JUAN CONSTRUCTION, INC.PROJECT TAS::97 0501::TAS RECOVERYPROJECT#::P970M::RP# FACILITY ENERGY IMPROVEMENTS, MARINE CORPS LOGISTIC BASE BARSTOW, CALIFORNIA, SUMMARY OF PROJECT SCOPE: THE PROJECT IS TO PROVIDE THE FOLLOWING: Evaluate existing centralized heat system powered by Heat Plant-5 (HP-5), provide solutions that involve the decommissioning of the existing boilers and their associated equipment in Building 574 (HP-5), provide new energy efficient local heat sources for all process currently drawing heat from the HP-5 system. Provide other energy saving solutions for systems in Building 573 while meeting the above objectives and remaining under the construction cost limitation. Possible sources of energy savings can be found in the existing conditions as well as the pre-bid site walk. The design build contractor is to perform calculations for each building system in order to determine the size of the various equipments and associated components. Provide commissioning, system testing and training for all new systems to the satisfaction of the Marine Corps Logistic Base, Barstow.- Submit complete system testing reports, including equipment start-up reports, field tests and manufacturer's start- up and operation reports.- Provide training of government personnel in proper operation, service, maintenance and repair of all new systems.Provide all required construction permits including mechanical, plumbing, electrical and environmental.The design build contractor shall provide life cycle cost (LCC) analysis of the various systems, including the consideration of the existing system. Based on the LCC outcome, provide the most energy efficient and cost effective systems. Refer to LCC spread sheet provided in part-6 attachment of this RFP document. Refer to the accompanying CD for electronic copy of MS-Excel based LCC program. Refer to fiscal year 2009 natural gas and electric usage data for HP-5 and the Maintenance Center provided in part-6 attachment of this RFP document.
